Austrian Government Releases Black September
Terrorists Arrested in Vienna
The cases against the two Black September
Organization teams which had planned an attack
on the transit camp for Soviet Jews at Schoenau
Castle near Vienna have been closed with the
release of the terrorists involved. The first
team, arrested in Vienna on 20 January and
charged with use of false documents, was ex-
pelled 8 March. (For background see the 7 and
14 March issues.) The second team, initially
arrested in Italy and brought back to Vienna,
was also tried and sentenced on charges of us-
ing falsified documentation. On 28 March, ac-
cording to an Austrian security officer, the
Ministry of Justice concurred in the prosecu-
tion's argument that new legal action against
this team was not warranted. Thus, there being
no further obstacles, the terrorists were to
be expelled to Beirut on 29 or 31 March.
Transcripts of the interrogations of these
terrorists ran to about 300 typed pages, and
the Austrian authorities had the full coopera-
tion of the Swiss and Israeli security services.
Little more was learned, however, beyond the
terrorists' general operational plan. A com-
bination of factors contributed to clouding
the picture. The terrorists were for the most
part uncooperative, and those who did talk
mixed truth and lies to such an extent that
no statement could be taken at face value.
Even true names (each one had several aliases)
were hard to pin down. Gharir, the leader of
the groups, for example, gave two different
"true" names on two successive days. In addi-
tion the interrogators apparently accepted with
little ado repeated refusals by the prisoners

to answer specific questions. Gharir claimed
to know the names of the 11 men who were to
have formed the complete attack force but re-
fused to divulge them. Furthermore, many de-
tails concerning communications, codes, fund-
ing, arms, support apparatus, etc., were not
delved into in any detail.
Comment: Onus for the paucity of infor-
mation derived from these interrogations can-
not be attributed to the Austrian security
service alone. The Austrian political leader-
ship refused to undertake forceful action
against the terrorists. The Austrian Cabinet
decided to release the first team of terror-
ists, and the Ministry of Justice ruled against
a new trial for the second group. Austrian
Government policy apparently called for remov-
ing the terrorists from Austrian soil as soon
as possible rather than exploiting the cap-
tured terrorists for solid intelligence and
punishing them as a deterrent to future inci-
dents. Fear of BSO reprisal, which has intimi-
dated a number of other governments in their
dealings with terrorists, appears to have been
a factor in Austria's decision to rid itself
of the terrorists.

Irish Seize Ship with Arms from Libya for IRA
On 29 March 1973, the Irish Navy seized
the West German-owned coaster Claudia, which
carried five tons of arms and ammunition des-
tined for the Irish Republican Army (IRA).
Most of the weapons and ammunition were of
Soviet or Eastern European manufacture. Some
of the cases reportedly bore the mark "Tripoli
A West German gun-runner who owns the Claudia
said the arms were from Libya and that he had
arranged their transportation from Tripoli.
The Claudia had been under surveillance
while in the Mediterranean by international
police and intelligence agencies which tipped
off Irish authorities after the ship left
Gibraltar. The ship was released 15 hours
after capture and departed for Hamburg, with
instructions never to return to Irish waters.

Australian Authorities Arrest 13 Croatians for
Alleged Involvement in Terrorist Activities
On 1 April 1973 Australian federal and state
police raided approximately 80 homes of Yugoslav
emigres in the Sydney area, and arrested 12 men
and a woman who were allegedly involved in Cro-
atian extremist activity. The 13 were charged
with offenses including the possession of fire-
arms and assaulting policemen, and arms, ex-
plosives and documents were seized.
The operation followed a statement in the
Australian Parliament last week in which the
Attorney General accused several Croatian organ-
izations and a number of individuals of running
an Australian-based terrorist operation against
the Yugoslav Government. Yugoslavia has charged
that Australia was being used as a training
ground for Croatian secessionists and has been
pressuring Australia to curb such activities.

Uruguay Captures Tupamaro Kidnappers
On 20 March Uruguayan security forces
announced the capture of four men and the death
of another involved in the 1970 Tupamaro kidnapping-
murder of Dan A. Mitrione, an American with the
Agency for International Development. Security
forces designated Henry Engler as the leader of
the group and the person who ordered the murder
of Mitrione. Identified as the actual murderer
was Antonio Mas Mas, a Spanish citizen who joined
the Tupamaros while a student at the University
of Montevideo. (UNCLASSIFIED)

NOTES
Sentencing of Arab Terrorist Arrested at
London Airport in December
Nimar Tawfig Yousuf Ahmad Mishall,
also known as Abdul Karim Fuheid, the
Arab terrorist apprehended at London
airport 24 December 1972 enroute to
Stockholm on a mission against an Israeli
target there, was sentenced on 5 April to
18 months imprisonment for smuggling a
pistol and ammunition into the U.K. The
terrorist described himself as a lieuten-
ant in the military wing of Fatah. He
admitted that in Beirut he was given for
delivery to a Fatah agent in Stockholm a
suitcase containing a pistol and ammuni-
tion. It also contained explosives, al-
though Yousuf claimed he would have re-
fused to undertake the mission had he
known that the explosives were included.
British authorities believe that the
terrorist's life may now be in danger for
bungling his mission. He informed the
authorities that if he was to be deported
he wanted to be put on a plane for Kuwait,
rather than return to his home in "Pales-

Expulsion of BSO Team from Austria
The 4 April issue reported that the second
BSO team tried in Austria on charges of using
false identification was to be expelled. It is
confirmed that the team flew to Beirut on 29 March.

NOTES
Soviet Reaction to the Beirut Raid
Moscow radio in broadcasting to Africa and
the Arab world has accused the United States and
the Central Intelligence Agency (CIA) of being
intimately involved in the 10 April Israeli raid
on Lebanon. In the 12 April Arabic broadcast
entitled "Who is Behind the Israeli Assassins?,"
the Soviets accused the CIA and other western
intelligence agencies of "utilizing a dense net-
work of western establishments and companies to
collect important reconnaissance data, which is
then turned over to Israeli intelligence." In
their 14 April English-language broadcast to
Africa, the Soviets used Arab accusations of
CIA-Israeli collusion to accuse the CIA of uti-
lizing Israeli intelligence for penetrating into
Africa, "for operations against progressive gov-
ernments and the national liberation movements in
the continent, for controlling the political de-
velopments, the local armed forces and the economy
for the interests of American imperialists."
