.I11 early SSeptember, 1964, President Johnson appointed a special iiiter-departnten-
tal, terter-agency colnnlittee,l referred 10 as OVERLOOK, to review the record of
us activities in, a Tel in relation to, Indochina from 1950 (tile date of US recogni-
tiCn of Duo DCii, the first active irlterventioil in lice Indociltnese corif ict). The COrit-
trrittec was instructed to sirbniit its report and conclusions to the NSC prior to the
end of the ritonth, in conjunction wild the i eiv policy directives under discussion
and dire for decision in the first week of October. It was the normal practice of
such committees, special or standing, as it was of the NSC, JCS, etc., to reach

nal a;reernent on a single report through discussion and, when. necessary, corn-
I'romise of. any divergencies in viewpoint. In the case of OVERLOOK, however,
two members---not named, but identified as from the r.tir Force and CIA--de-
clii;ed to endorse the report, and insisted oil submitting a "minority" document,
not so much disagreeing with the approver1 test as adding a further section. It is
not clear whether this appendix was ever actually placed before the NSC or s?eeri
by the President:
