MEMORANDUM FOR: Deputy for Field Activities, OSA
SUBJECT: Computer Time
1. During the past month the vastly increased Satellite
Operation Center requirements for production of ephemeris
data, plotter programs and target programs have forced us to
use a considerable amount of other than scheduled computer
time on the IBM 7090, 1410 and 1401. In many instances other
users of the computers have been severely ineonvienoed by
our monopolizing of the equipment.
2. It has become obvious that the two hours per day
previously allotted for OSA. use during normal duty hours will
not suffice. Therefore I have requested a total of four
hours per day. This request has been honored and OSA will
have the IBM 7090, 1410 and 1401 each day between 0900-1100
and 1400-1600. In the event we do not need all this time any
one day we will immediately release the unused portion for
other users. Off--duty time will be available for operational
runs at our request.
3. As of this date we have instituted a new system for
production runs and program debugging runs. This is possible
since six operators have been operationally cleared and
briefed. The new system will result in a decrease of set-up
and tear-down time for each run and to some extent, allow our
machine people to perform multiple tasks simultaneously. In
summary I feel we have "tightened up` our procedures to affect
economy with no decrease in efficiency or productivity.
