Activities during FY 1965
The only activity during the year was to discuss the FY 65 research programs
of member departments and agencies.
Evaluation of the Role of the Subcommittee
For some years there has been virtually no community of interest in
chemical and related intelligence. In the few cases where there is an
overlap of responsibility (e, g. , chemical warfare and missile propellants)
bilateral coordination has proved to be efficient.
The officers of the Subcommittee on Chemicals concur with the recom-
mendation of the DOD to the Bureau of the Budget that the subcommittee be
abolished. The membership, however, is encouraged to continue its bilateral
coordination and exchange of information.

Activities during FY 1965
There was a significant amount of informal communication and coordi-
nation between committee members and between other representatives of
the participating agencies. Review and coordination of estimates continued
on a bilateral basis. US Bureau of Mines and the CIA, regarding production
of gold in the USSR. Members accept. as agreed statistics, the CIA estimates
of Communist World production of selected minerals and metals published
annually in the CIA/ORR Economic Intelligence Statistical tianUDOOfc.
Evaluation of the Role of the Subcommittee
The subcommittee concurs in the DOD recommendation that it be abolished
on the grounds that meetings are infrequent and other ? zeans are available for
effecting coordination within the intelligence community.

Evaluation of the Role of the Subcommittee
In recent years, CIA has done an increasing share of the economic
intelligence research on the civilian machinery industries of the Communist
countries. There has been little or no need for subcommittee action on
routine matters such as agreed basic statistics and the review of substantive
reports. There is little justification to maintain the subcommittee on a stand-
by basis to meet potential problems that seldom arise or that can be equally
well handled by less formal coordination.
The Subcommittee Chairman believes that a realistic appraisal of
current responsibilities for economic intelligence on industrial machinery
within the community strongly suggests that the subcommittee has outlived
its usefulness and concurs in the DOD recommendation that this subcom-
mittee be abolished.

Evaluation of the Role of the Subcommittee
The inactivity of the subcommittee reflects the fact that bilateral
coordination of views concerning exchanges, application of trade controls,
and occasional substantive intelligence problems has proved to be efficient.
The officers of the Subcommittee concur with the DOD recommendation
that the subcommittee be dissolved. The membership is, however, urged
to continue bilateral coordination and exchange of information as appropriates

Activities during Fiscal Year 1965
The need for the subcommittee as a medium for interagency review and
coordination of intelligence provided for economic defense activity apparently
has ceased to exist. The intelligence coordination is carried on within the
working groups of the EDAC/ACEP committee structure and to some degree
within other subcommittees of the EIC.
The Subcommittee Annual Report for FY 1964 raised the question of its
usefulness and the membership decided that it be continued on a stand-by
basis for one more year. There is no objection to the DOD proposal that
this subcommittee be abolished. It is not believed that t e abolition would
have a detrimental effect on the quality or quantity of the intelligence support
rendered to the economic defense committees by the CIA and other agencies.
