Hukbalahap activity in the areas of Pangasinan and Nueva Ecija continues to be widespread, Direct killing as a part of raids ip now accepted practice and kidnapping is common, particularly in Pangasinan. Huk activities in Nueva Ecija, where the Huks are over-running the whole area, are so violent as to make it entirely unsafe for Americans. 2, The leading Communist in northern Luzon is one Mirador (fnu). This man operate. in eastern Pangasinan- aaxl western Nueva Ecija, He is a labor leader and-has some connection, supposedly, with the government. He is connected directly with the Huks and operates with them. Huk groups, with one or two exceptions, are directly connected with Communist leaders and and are apparently following Communist orders and instructions. Many local police officials appear to have link connections and are dealing with such groups, both in order to preserve local peace and for personal reasons. For example, a lieutenant of the Dagupan.. Pangasinan, police department was seen to meet and remain in friendly conversation with a full truck load of recognised Huks on the outskirts of that city. As a result, the truck did not enter Dagupan nor did arr of its occupants. 4. One Huk leader who does not seem to be allied with Taruc and the Communists is Colonel Romulo,* who operates in eastern Pangasinan. This man appears to restrict his activities to local affairs and problem, 5.
