INTROUNTION
The purpose of this ?apex is to estiwtte the industrial capahility
of the USSR to produce submarinee under an all out indastrial mbiliza-
tion program calling for the production of all implements of var. The
effect of attacks by the US or Allied arhn.fl forces on Soviet production
in the event of waro have not been considered in this astixt.
Mobilization of the shipbuilding industry for expanion of subnarinl
construction is considered in three separate phases.
The first period (Phase A) considers optimum utilization of
specialized facilities currently used for submarim proeuctm.
The second. period (Phase B) considers for ubnar inT cc: truct%on
the use of certain additional building my'S and sites not uscd siace
Vorld Var T1 for the construction of major naval surface %Passe's.
Finally, generalized co n3 !Aeration 1,3 givJn (Phase 0) o additional
methods of e7panding submarine output.
Special attention is given to tl,e tine interval betzer.:In R.daY
(mobilization day) and the achievemout of the probable cpV_Alm rate of
output.
