The effect of attacks by the US or Allied arhn.fl forces on Soviet production in the event of waro have not been considered in this astixt. Mobilization of the shipbuilding industry for expanion of subnarinl construction is considered in three separate phases. The first period (Phase A) considers optimum utilization of specialized facilities currently used for submarim proeuctm.
