Background: The ImaforMation Science Center in the Office of aining n OTR) is experiencing a continuing increase in the number of students enrolled. As you recall, this activity, formerly in the Defense Intelligence School, was picked up by the Central Intelligence Agency (CIA) at the behest of Mr, William Colby in 1973 to be a Community training activity. Since that time, there has been a steady increase in the number of students to the point where we anticipate we will have between 800 and 1,200 students this year. Interestingly, most of the requirements in the new courses in the past year have been either from Department of Defense (DoD) or from Community programs such as COMIREX. In view of the fact that there is an increasing number of Community students which will exceed the number of CIA students, it is appropriate that the Department of Defense, as the principal consumer, pay its fair share. At present, DoD provides one Defense Intelligence,Agency and one National. Security Agency (NSA) officer. The latter officer, however, has been recalled by NSA. CIA currently provides seven professional officers. attached memorandum has been discussed telephonically h Mr. Craig Wilson of .Ur. Dinneen's staff, and Mar. Dinneen Assistant Secretary of Defense for Communications Command Control and Intelligence The Pentagon Washington, D.C. 20301 JUN 1977 I believe that it might be advantageous at this time for the Department of Defense (DoD) to consider participating more actively in the training program conducted by the Information Science Center (ISC) for the benefit of the Intelligence Community. This training program. on quantitative methods is designed to improve the performance of intelligence analysts and managers. Subsequent to a recommendation by the President?s Foreign Intelligence Advisory Board, the Information Science Center was established initially in FY 70 by the Department of Defense, at the request of the Director of Central Intelligence, at the Defense Intelligence School. By FY 72, student enrollments in the Center had grown to approximately 100 per year. Although Central Intelligence Agency (CIA) students constituted only a small. fraction of the enrollment, the Agency provided two senior officers to assist as instructors in the program. Because of budgetary and personnel restrictions, the Defense Intelligence School decided to close the Center. Mr. William Colby, then the Executive Director of CIA, arranged for the responsi- bility for the Center to be assumed by CIA. Physical facilities for the Center were established in the Office of Training in August 1973. Since that time, annual student enrollments have grown to about 450, and I anticipate that this year the total number of students will be between 800 and 1,200. Although approximately one half of the students in FY 76 were from CIA, I believe that a considerably larger percentage of the students in FY 77 will be from DoD agencies due, in part, to an increase of special courses and programs established to meet special DoD requirements. Two years ago the Defense Intelligence Agency provided a repre- sentative. Both of these officers serve as course directors and instructors as well as liaison officers. In anticipation of further expansion of ISC courses and support to the Intelligence Community, including probable require- ments to present courses at certain DoD locations, both domestic and overseas, I believe it would be desirable if the DoD representation in the Center were increased by five or six additional instructor personnel. This would permit the Center to respond more effectively to existing and emerging DoD training requirements in quantitative analysis methods, provide greater continuity in representation to the Center, and assist in meeting the manpower requirements for the Center. The enclosed catalog summarizes the ISC courses currently being conducted and the charts depict the growth of the activity over the last seven years. Please call on me or Mr. Harry E.
