The site is adjacent to Heng-yang Munitions Storage Site 2. JJ Both sites are served by the same rail spur (Figure 1) but appear to have different functions. This installation also appears to have facilities for providing limited training and weapons testing. These facilities are discussed under the heading of the areas in which they are located. Storage Area Facilities in the storage area include 32 storage buildings, 3 storage/support buildings (Buildings 33-35, Figure 3), 1 service build- ing, and a probable munitions/weapons testing facility (Figure 3). In addition, 2 transshipment warehouses (Buildings 36 and 37, Figure 3) are located in the housing and administration area adjacent to the rail spur. Twelve of the storage buildings (Buildings 1-11 and Building 32, Figure 3) have monitor ventilators on their roofs. Buildings 1-10 have 3 ventilators each and Buildings 11 and 32 have only two. These 12 buildings have approximately 15 feet of roof overhang on the side facing the service road. Building 32 has additional overhang on the remaining 3 sides. The small building (Building 32a, Figure 3) associated with Building 32 may serve a support function rather than a munitions stor- age function. The remaining storage buildings (Buildings 12-31, Figure 3) have been constructed in deep excavations so that in each case 3 sides of the building are completely below ground level. Roof overhang is visible at both ends of these buildings. In general, the ventilated. buildings are lightly revetted and are located in valleys, whereas the deep-set buildings are located in the highest areas of the site. The probable weapons testing facility (Figure 3) consists of a fir- ing range (Figure 2), a shop-type building with a monitor roof, a pro- bable administration/laboratory building and 4 additional support build- ings. One of the support buildings was in the process of being disman- tled in November 1965 (Figure 2). This same building appeared intact on photography of May 1965. The function of the basin is probably to provide water for fire fighting or for irrigation of the adjacent rice paddies. Security The storage facilities are secured by a double fence. A single fence separately secures the housing and administration area. Guard- houses/checkpoints are located at the 6 entrances indicated in Figure 3. Guard posts, consisting of either pillboxes or small buildings, are located at high points around the perimeter and within the storage area (Figure 3). Tactical trenches are visible at strategic points outside the site perimeter (Figure 2). Trails connect the outer guard posts and tactical trench areas. Housing and Administration Facilities in the housing and administration area include 2 admin- istration buildings, 3 barracks, 1 messhall, 1 vehicle maintenance build- ing with 2 associated underground garages, a probable outdoor training area (Figure 2) and 20 additional support buildings. The 7 buildings located outside the east entrance probably provide housing and administra- tion for the outer perimeter security forces. The probable outdoor training area consists of a rectangular cleared area with what appears to be bleachers set up in one corner, a foxhole at one end of a cleared strip and an unusual facility which is probably a combination pillbox-automatic weapons position training unit. Accuracy Statement All measurements have been made by the NPIC Technical Intelligence Division and are considered to be accurate within + 5 feet or 4 percent, whichever is greater.
