HAXTAN ISLAND AND VICINITY
This memorandum is furnished to provide information from aerial
photograph on ChiCom road and defense construction activity on Hat-tan
Island and on the peninsula area southeast of Lung-tien A/F.

The prime effort of the Chinese Communists, according to the aerial
coverage, seems to have been directed toward construction and improvement
of roads.
A good, apparently heavy-duty, road now exists, and in probably in
? use. from near the south tip of the peninsula northward past the air-
field, by-passing the town of Lung tien, and into the city of Fu-Ching.
From here the road continues westward to connect with the main I'-S
coastal highway which leads northward toward Foochow. Much of this pen-
insular roadway appears to be of recent construction, but comparative
aerial coverage is not available to set the date of construction or
improvement.
South of the Lung-tien airfield, there are.four separate connecting
?
?
roads extending generally eastward from the N-S peninsula road toward
Hal-tan strait. All of these seem to be either in process of construction
or very newly completed. There are still bridges missing on some of
these roads.
At the Strait end of one road is found a 2009 piere a possible
AA emplacement, a possible artillery emplacement, and two warehouse-type
buildings, each about 351 x 300'.
At the extreme south end of the N-S road there is either a low-tide
ford from the Mainland to Ko-men Island, or else a bridge -is to be
constructed there. Also. on the island is a road under construction to
a possible artillery emplacement on the Strait side.
Also below Lung tien is a connecting road leading westward along a
peninsula fhieh juts into Using-Hua Bay. At the south and of this road is
a 113$' pier and a possible AA position. Two other connecting roadse
probably still under construction, lead out onto smaller peninsulas in
the same Leneral area.
Ha{-tan IR and - Photography is dated On Hai--tan Island
proper there is evidence of considerable earthwork defense construction.
This. seems to be concentrated on two peninsulas wbioh jut out from the
west side of the island into Iiat-tan Strait, just opposite the road net-
work on the mainland peninsula.
The defenses consist of an extensive trench system. augmented by

and what appear as anti-tank ditches. There are many (possibly
50) barracks-type baildi.ngs in this general area. Also, there is

one small ~&.er.
No actual t:-uns or gun emplacements are noted. There is a newly
constzncted roadway, throughout the strong-Point area, extending
iorthxard through Ping-tan, to the northeast end of the island.
