OFFICE OF PERSONNEL MEMORANDUM NO. 20-31-27
SUBJECT Special Pay Rates for Certain Positions
RESCISSION: OPM 20-31-26 dated 22 February 1971
18 January 1972
1. Under authority of 5 U.S.C. 5303 the Civil Service Commission
has adjusted the special pay rate schedules to provide pay increases
equivalent to the general pay increase for General Schedule employees
authorized by Executive Order 11637. The rates and position catego-
ries in the Agency to which the rates apply are shown in the attached
schedules.
2. When an employee is receiving a "saved rate" as a result of
a special rate range having been reduced previously, his pay will be
adjusted by the amount of increase granted to the tenth rate of the
special rate range.
3. The effective date of the new schedules is 9 January 1972.
The schedules apply on a world-wide basis except for the Cartography
Schedule which applies to the Washington, D.C. metropolitan area only.
Employees appointed or promoted after the effective date to position
categories included in the schedules will receive appropriate rates
based on the new schedules.
4. As a result of the annual review conducted by the Civil
Service Commission, the Commission has determined that the special
rates for all categories listed herein, except Medical Officer, will
be terminated on 5 February 1972. On 6 February 1972 the regular GS
rates become effective for all categories except Medical Officer.
The Medical Officer special, rates remain in effect. Rates shown in
this OPM should not be used in making commitments to be effective
after 5 February. Effective 6 February the special schedule prefix
designations for all categories except Medical Officer are abolished.
These are: GSE for Engineer or Architect; GSS for Scientific; GSR
for Operations Research; GSD for Mathematician; GSF for Accountant;
GSC for Cartography; and GSP for Psychologist. The GS designation
will be substituted on Staffing Complements and other documents.
