Funding for SAF11 2500 kt Generator
1. This oft'ice has transmitted to the General Services
Art= inistratian (GSA.) final Dians a:nA specs fica ions for installation of two 2510 RW generating units a} the {Ieadounrters
corpound. A construction contract should be awarded by 'SSA
in Jenuary 1978. The generator currently on h?nd an .-I awes ting
installation was procured with Office of Data "rocessirg Fronds
in May 197f:. The second generator to be irstai1ed was to he
-procured in October 1977 utilizing Project SAr1 funds. The
1-year delivery tire for this generator would make its arrival
at Headquarters coincide with that phase of conistr'acti.on
necessary for its installation (#)ctoher 197.
2. Since Project SAFE has been rielavee,, the F?Feaddouarters
Engineering DrRnch (HF A) has been infori ed tl at the earl i m-st
SAFE funds could be made available for procurer ent. of the
generator is FY-A0 (octoher 1 179). This would load to t ,%p
following project construction profile:
a. January 1978--GSA awards contract for
installation of two CFA- furnishes,,generators.
h. February 1179--The first generator install(-d
and site preparation for second wait cOnrleted.
c. October 1Q79--SAFE FY-80 funds available
rocureent of generator,
d. October 199f--!=ener.ator arrives at
#HeadQcaarters.
e. April 1191--Generator installation
completed.

SUBJECT: Funding for S.AFF 2500 kW Venerator
3. As can he seen from the above profile, there is a
period of 20 months (Feb 1979 to Oct 1`18O) diirinv whicl-! no
construction activity takes place. Since the* contract nrosently
calls for a 400-day construction period, It rr t now be c' ranged
to a 39-month construction nerioA to accormodate Vint de'lsvs in-supplying Government-fur fished equ r ent under t!*e schedsile
outlined above. This is highly undsirahl.e for a number of
reasons. Contractually, it allows the contractor up to 3^ montlhs
to complete a project which has only 1' months of construction
activity. This may encourage some early prrsiert foot e rxagin
much to the detriment of the Govern:ent wMcl, car uti11z, the
power from the first new generator rifht now. The Govern rent
would also have to absorb 20 months inflatitrr. in not of 1v con-
struction costs but procurement costs of the -:^rerator as well
(currently budgeted at $400,1}O).
4. As an alternative to the. tanlesiral~le sttuatio- ;i#.scrP-e i
above, it is recommended that the 2590 hW generator
cured in November 1977 utilizing funds avaI1ahi , in
