Abstract: A photochemical method is proposed for determ-ining the quaiatu--
light sum absorbed by a rhadamine 6G solution with flash-w-tube stimulation
of emission. The method is based on sensitized photo-oxid-ation of anthra-
cene coDmounds in nondeoVgenated solutions by excited indlecu-I-es of a "gen-
erating" organic phosphor. The proposed method is used t~o determine the
limiting coefficient of conversion of optical pwrLping ene-jW to stimulated
emission by ethanol solutions of rhodamine 6G vith flash~Wbe excitation.

Abstract: The paper gives the results of an e=erimental study of a two-

are sent to the same coaxial input. Separation is by a filter. Tests -were
done in a cryostat at. 77 kelvins. The c~oaxial Y-circulator was located. out-
side-the cryostat. Losses in the input circuits incluaing the circulator

Abstract: The quality of photographic materials of various sensitivities
can be characterized by the quantum effectiveness of differentiation. This
value compares the actual detector (its "signal/noise" ratio) to an ideal
radiation detector, the accuracy of T6production of:~ihich is limited only
by photon noise resulting from the.di~crete nature of the light flux. The
macroscopic quantum effectiveness, determining the effectiveness of record-
ing of large parts, is distinguished from the microscopic quantum effective-
ness, corresponding to the reproduction of small objects and considering
the scattering of light in the light-sensitive:emulsion. This svork presents
experimental results of determination.of the signallnoise ratio and quantum
effectiveness of films of varying sensitivities.

Abstract: A gasdynamic efficiency of turbine lattices when cooling air flows
through slits on the concave surface of the blade is discussed, The opera-
tion of the turbine stage under these conditions is investigated by -Che

slits on the blades for the supply of cooling air has practically no effect
on the efficiency of the lattice for A/Z.< 0.02-0.03. The presence of
pockets for the slits on the concave surface of the.blades leads to addi-

Translation: A procedure is described for entrance exams using the 1-finsk--22
computer. In accordance wi th this procedure, for e~tch pqrson who has finished
secondary school the machine prepares, prints out and sends an individual note
with the problems selected by the random number gen6rator from a library re-
corded on nagnetic tape. The program'provides for:the sequence of generating
problems of defined complexity from the given divisi,ons of the elementary
mathematics course. The place of the graduate in the room is also determined

nonlinear capacitance, the resonance wavelength of the'resonator and the range
of its application under the effect of a controlling field on the dielectric

Abstract: Experimental data are presented or fatigue tests
conducted on carbon steel shafts from 30 to 165 mm in diameter
with a press fit, in order to.evaluate the iftcreaBie in the fatigue
limit produced by surface rolling and by application of a poly-
mer coating. The results show that the fatigue strength increases
1.5-2 times, and-ttrat the effectiveness of rolling increases with

The effect of rolling on prevantion of crae.:k formation is
being substantially smaller than on tensile strength. The forma-
tion of surface defects due to fretting-corrosion:at the location
of press-fits was observed on theiordinary and rolled samples. A
poLymer coating of the surface at the-locatio~i of a press fit is
-one of the very effective procedure for lowering corrosion. A
combination of rolling with polymer coating i~; highly recommended
for reducina the intensity of fretting-corrosion.,
The metallographic study of,samples at the location of a
press fit shows, that at the same stress levels, Vie application
of a polymer coating substantially delays the formation of sur-
face defects, caused by the frettin -corrosion, and by the same

be semicontinuous from below for:~solution of the minimization
problem. As pointed out by Falk and Soland, one of the main
difficulties of their method is ihe complexity of construct-
ing a convex envelope for an.arbitrary semicontinuous function.
The object of this article is to get around this difficulty to
some.extent by breaking the permissible region up into sections
such that construction of envelopes occasions no difficulty.
Convex envelopes are readily constructed for convex or concave
functions. Therefore it is proposed that the component func-
tions fi(xi) be comprised of afinite number,of convex, concave
or linear segments. This requirement is usually met in prac-
tice,.or can be satisfied with sufficient accuracy. Besides,
in-meeting this requirement the rule of weak improvement of
Falk and Soland can be used since,,the:conditions of their con-
vergence theorem are satisfied. In~the last section a nulti-

Abstract: The incidence of cerebrospinal meningitis im the Soviet Union
dropped over 25 years ago to a very lo,,rlevel and stabilized. Only isolated
cases were reported until 1.967-1968, whezi minor e-pidemicc of the disease
occurred in a number of inhabited places. These.outbreaks had a number of
P~atures in common: frequency of mostly asymptomatic nauophar7ngitis not,
detected by physicians, prevalence of the carrier state, infection mostly

'Translation: A procedure for removing metal and gaaeous admixtures from
potassium by sorption on the surface of a metal sorbent is introduced.
To increase the degree of purification ofthe potass~ium, its vapors are
passed over a metallic Zr surface with a residual pressure of < lo-7 mm Hg
at,a temperature of 500-6000. It is also.possible to use Hf and Y as the
sorbents. The procedure makes it possible,,to obtainilK with a purity of
99A997%.

Abstract: Hexachlorophosphorates [ArCH=CRCPCPC112 PC13 PC16 are treated
wi th sulfur dioxide at 20% to produce 4-aryl-1,3-butadienylphosphonic
acid dichlorides, which are then hydrolyzed to.give the free acids. Re-
action of the dichlorides with ethanol and.piperidine in the presence of
pyridine produces diethers and dipiperidides'.of the corxesponding aryl-
butadienylphosphonic acids. The IR-spectra of,4-phenyl-11,3-butadienyl-
phosphonic acid and its derivatives show no bAnd typical of terminal
methylene or vinyl radicals. Absorption bands are-lobserVed which indi-
cate a double bond conjugated with-the benzene ring, andia trans C=C bond.

Abstract: This article is areview of Eastern European, Soviet and Americai
literature on the subject. Conclusions dravin from the literature review are
as follows: the manufacture of coated nickel electrodes requires the use of
alloy wires containing primarily titanium.and alunintim. Coatings for nickel
electrodes should be of the rutile-fluo:~ide-,carbonate type without hydrogen
and should have the thickness required. to, rotect the seam metal from con-

tact ijith nitrogen and oxygen. Welding-'ofinickel with steel should be per-
formed using rdckel electrodes containing over 1.5% Ti, or:high-allo), elec-
trodes containing primarily chromium (up to 10%), molybdenum, vanadium,
tungsten and manganese (total up to 10t), The concentration of titanium and
aluminum in the electrodes must be limi.ted-~

Similar to that of Yarlsruhe, as described by S. Cierjacks et al
(Rev. Scient. Instrum., 22, 19681. p 1279)~ t1he system involves
a packet of ions out by a pulsed voltage of an internal deflector
and accelerated to the proper energy level. The ions are deflec-
ted.-vertically to a target -whose thickness is larger than the ion
path, and as a result of the impact of.the particles on the tar-
get, short intense neutron pulses are obtained.~' A detector, re-
cording the neutrons' energy~spectrum, is placed at.a distance of
.13.5 m from the tareet. Unlike the,Y,.P-rlsruhe cyclotron, however,
the, DUE
has two 180 duants, such that it is impossible to place
