ABSTRACT: Permeability of the hemato-encephalic barrier and the
state of the higher nervous activity of animals affected with neuro-
sis and the radiation sickness (250 r of x-rays) were studied in
parallel experiments on dogs with elaborate exteroceptive sallyary
-conditioned reflexes. The permeability was determined with P as

radioactive tracer. Drastic changes in the confttioned reflex ac-
tivity, mainly with predominance of the inhibitory process and the
presence of the hypnotic phases, were observed in neurotic dogs.
In addition to the disorders of cerebral activity, mainly increases
in permeability*of the hemato-encephalic barrier were noted. In
some animals these changes occurred immediately after derangement of
the higher nervous activity, and in others within a week time and,
lasted 1-3 months. The dynamics of permeability changes of the
hemato-encephalic barrier shows a correspondence with the course of
radiation disease, increasing during the latent period of the dis-
ease, decreasing in two or three dogs a'. the climax, and showing
during the recovery period a wave-like restoration to the initial
permeability leve. A definite parallelism has been noted between
the changes in the higher hervous activity and in the permeability
of the hemato-encephalic barrier of the experimental dogs. Orig.

ABSTRACT: Computations are presinted to prove the feasibility and econodw
of replacing the six IVS-500/2 type sealed mercury-arc rectifiers with
stacks of YK-200/4A type silicon rectifier cells (average current 200 ampl
operating peak inverse voltage (PIV) 400 Yj rated PIV 600 Y) in the recti-
-f i er subs tati-dan - that supply $25 volts-d--c- The- C-0-0-1----_.-
.puted six-phase rectifier unit has six parallel branches per phase, with
six series-connected cells per branch. The number of parallel branches
is computed on the basis of peak load and surge currentg taking the cir-
cuit-breaker interrupting 'time into consideration. The number of series-
.connected cells is.computed on the basis of the PIVIs, with allowances
for variations in the supply voltage. The overall efficiency of the recti-
fier unit in 98.9 percent. It is assembled from modular stacks (12 cells
and one fan per module) and fits into twe cabinets 800 by 600 by 2000 mm.

AB.:)TRACT: The cleaning under voltage of the insulation of 3 to 35 kv
distributing substations increases the reliability of operation.
The insulation and equipment of 6 kv substations are cleaned
according to Chapter IV of "Special Regulations of Safety Tech-
nique for Carrying Out Specific Works". This device consists of
a vacuum cleaner of "Dnepr" rr "Raketall type, the brush and the
support rod of which are slightly changed. The structural de-
tails and the operation of this device are described, and the
formula of the leakage current is given. The author comes to the
conclusion that mass production of portable vacuum cleaners with
compound insulating rod for insulation cleaning of 35 kv subatu-
tions should be started. The editor states that the New Regula-
tions ol' Safety Technique approved by the Tekhnicheskoye uprav-
leniye ministerstva elektrostantsiy i Tak profsoyuza rabotnikov
elektrostantsiy (the Technical Administration of the Ministry

Cleaning/Insulation Of DU3t Under Voltage in Closed Distributing Substations

ABSTRACT: The editor prints the comments on articles dealing with the above
problem published by P. V. Ternikov in "Energ6tik", Nr 4, 1956
and by M. Yu. Shukhatovich in "Energetik", Nr. 6, 1957.
N. M. Zull, Candidate of Technical Sciences says that most of the
6 to 10 kv rural distributing networks with radial long distance
branched lines are protected only at the terminal switch. To
increase the reliability of the electric power supply, it is
recommended to tap the lines widely utilizing safety fuses. Com-
bining main line safety fuses with those of branch lines, as
well as with automatic reclosing systems is very advisable. This
method is described in detail. The following devices can be
utilized: "UGP-51" or PG..10" types for automatic reclosing; "IT-81"
type relay, direct release relays and safety fuses of "PSN" or "PIV
type. Experimental samples of reclosing safety fuses have been

worked out and manufactured at "VET" and "VIESKh" on the
basis of "FK" type fuses, and the 10 kv line switch of pole
type with dimple instantaneous and automatic load reclosing
of single-phase model with nominal currents of 5 to 20 amp.
and breaking capacity of 5 mega volt-amperes has been worked
out by the "Uralelektroapparat" plant. V. K. Plyugachev,
Candidate of Technical Sciences and A. V. Isayenko, Engineer,
examine lines with dead branches. The automatic reclosing
system cannot be utilized in this case. The exact solution
can be obtained only by determining the failure-rate of
lines and other elements of electric power supply. The average
failure-rates of certain elements of networks are contained in
a table and the method of determining the breakdown loss of
electric energy on lines with automatic reclosing system and
branches without safety fuses Is described in detail.
A. S. Kozyulin,, Engineer., indicates that in a network rayon
containing lines of a rev hundred kilometers length, over
a 5 year period, 80% of the failures were caused by short-
circuits to the earth. Inter-phase short-circuits were
caused mainly by a fall of line supports.
G. I. Kurtsvaylt, Engineer, says that most branched town
distributing networks of 6 to 10 kv have a radial power

supply, and that subscriber's branch lines can be connect-
ed with main lines only by disconnectors. Such lines are
located with 2 to 3.5 megawatts and their total length at-
tains 3 to 5 km. They are connected with 25 to 35 trans-
formers, which are protected only at the switch of line ter-
minal section coming from the bars of the rayon substation.
Such lines are to be connected with subscribers by means of
IIPKII type safety fuses and power disconnectors (load switch-
es) of "VN-16" type in closed rooms of "PT" type or by means
of "PSN-1011 type safety fuses in outdoor installations.
L.Kh. Bernsteyn, Engineer, writes that long distance branch-
ed networks of 6 to 10 kv with radial power supply can be
protected by safety fuses, but the latter must be combined
with disconnectors for subdividing main lines. flowever,the
design of pole safety fuses described by P.V. Ternikov is
not to be recommended.
B.N.Yeganov, Engineer, writes that the protection of
branched 6 to 10 kv main lines can be carried out in many
variants utilized according to the total length of the main
