MEMORANDUM FOR: Director of Data Processing

SUBJECT: Telephone Security
1. This memorandum deals with the security vulnerabilities
of the Private Line Automatic Ring (PLAR) telephone service
available to a limited number of Agency officials. There has
been some degree of confusion on this issue and therefore it is
prudent to note periodically that PLAR is not approved for
discussion of classified information of any kind.
2. The PLAR telephone system operates off the Headquarters
black line system via the C&P telephone main frame switch located
on the first floor of the Headquarters Building. Those private
lines which ring at locations outside the Headquarters Building,
such as at the Executive Office Building, operate via regular C&P
commercial circuits. Perhaps the fact that these special lines
often show up on call directors with uniquely colored buttons has
caused some people to ascribe special security properties to
them. This is an incorrect assumption. These lines are not
protected in any manner against technical penetration.
3. In this same vein, it should be remembered that the dial
intercom (two digit station code dialing) also operates off the
black line system and is likewise not approved for the discussion
of any level of classified information.
4. The only telephones which are suitable for classified
discussions are:
a. The gray line/green line Central Intelligence
Secure Voice Network (CISVN) system is approved for
discussions up to and including TOP SECRET and Sensitive
Compartmented Information (SCI).

b. The red line system is approved for discussions up
to and including SECRET information. The red line is not
approved for discussing sensitive operational information,
SCI, nor TOP SECRET information
