1981 Budget Reduction
SS
In order to support critical Agency-wide unfunded or
underfunded requirements, the 1981 ODP budget has been reduced by
$600,000. This reduction includes $500,000 for replacement
terminals and $100,000 for distributed output services. These
items plus four others were on our list of least critical
requirements which totaled $1,225,000. (U) - (ODP oN2*)1A
1982 Congressional Budget Justification Book (CBJB)
On Monday, 17 November, cuts in our 1982 budget were
officially identified and will be reflected in the narrative
justification and explanation of the budget which is due COB
Monday 24 November -- an extension from the previous due date of
19 November. The cuts included the loss of the 1982 CPU and the
four additional positions required in 1982 for SAFE system

Control Figures for Congressional Budget
We have now received our FY 1981 and 1982 control figures
for the Congressional budget. Our FY 1981 figure was increased
by $119K for the pay act, making the new total T125XM'

Congressional Budget
Pictures were taken of the new Delta Data terminal as ODP's
candidates for inclusion in this year's Congressional Budget.

Excess Equipment
Management Staff circulated several lists of excess ADP
equipment to selected ADP Control Officers. No interest in the
equipment was indicated and it will be turned over to the Office
of Logistics for release to the General Services Administration
(GSA). The equipment was acquired at a cost of $126K.
No interest was generated in a Data Graphics 4561 Com
Recorder System leased by OL/PD and it was declared as excess to
the Agency. The purchase price of the equipment is $95,548. (U)

Project Activity Report (PAR)
The September 1980 fiscal year end PAR has been distributed
and work is commencing on processing and evaluating comparison
runs for new FY 81 charge rates using September 1980 data as a
comparison base. This rate comparison exercise may postpone the
processing cycle of the October 1980 PAR a few weeks.
Three years' accumulation of PAR support microfiche is being
prepared for retirement also old microfiche and microfilm
were destroyed. This action freed up approximately two-thirds of
one safe drawer. (U)

have been completed..

additional sets of test film from the film converters. They
are undertaking a complete review of all film procedures and
their relationships to the output printing process. Once the
review is completed, Ragen will be in a position to project
the steps necessary to complete development of the ADSTAR
STATINTL S stem.

Week Ending 18 November 1980

1. Systems Availability: Attached is the Systems
Availability Report.
STATINTL 2. DBSB and -personnel met with representatives from
the FBI and the FAA to brief them on GIMS Release 4.2 and to
discuss issues related to running GIMS under MVS. Release 4.2
will be made available to those agencies within the next two
STATINTL weeks.
3. The Ruffing Center hardware availability has slipped
due to various problems this period. A dual access feature (DAF)
problem caused by a configuration change impacted all systems
except: TADS on Wednesday. The problem was corrected by cancelling
the change and restoring the original configuration. On Friday,
the TADS system was down 4 hours and 40 minutes due to a defective
card in storage. VM was interrupted intermittently for a total of
2 hours and 44 minutes due to Telex disk and COMTEN V failures.
On Monday, the Amdahl V/6 went into a loop causing a 50 minute
loss of availability to GIMPROD application. SPD is investigating.
VM was impacted on Tuesday by CDC running inline tests.
4. The Special Center continues to have excellent avail-
ability. On Thursday, system software problems caused minor
delays--TPSTAR lost 46 minutes. On Friday, CAMPROD lost 57 minutes
due to applications software and on Tuesday disk drive problems and
STATINTL minor software problems caused both TPSTAR and NIPS a loss of 46
minutes.

5. COMTEN 4 has been uncabled and is being disassembled
STATINTL in the Ruffing Center.

6. TEAR and ED were able to recreate the condition and scope
the design problem with the TBAR 3916 switching unit. Information
was obtained to allow TEAR to begin manufacturing a dela filt
to be used until the new switch is built. STATINTL
7. IV Phase system at Key Building would not come up on
Thursday, 13 November. IV Phase CE replaced a board in 11~

8. Hetra problems at Key continued all week. Primary
problems were bad print positions and ribbon not reversing on the
old Hetra. The new high speed printer had problems with paper
alignment. Down time between the two printers totaled 16/ hours.
9. The FEDPARK data base was added to GIMPRODUCTION on
10 November. This data base will be used to

the Agency's parking permits. This brings the total number of data
bases on GIMPRODUCTION to 35. STATINTL
10. The Budget data bases (FRS1 and FRSDDO) were opened to the
Agency Budget Officers on 14 November. This is for the Congressional
Budget Cycle which will run until late December. ATINTL
11. OPA was added as a new customer to AMPS. The OPA su ort
provides cable traffic to a blind analyst through VM.
12. A meeting was held with the ODP Security Officer concerning
Payroll Bond issue tapes that are sent to Treasury. These tapes are
out of our control for up to 3 months. Security is concerned a ut
what controls are in place during those 3 months.

Wednesday, 12 November. The printer was dropping out of ready after

BATCH, INTERACTIVE, GIMS, OCR-COLTS, OCR-RECON,
and OSWR-TADS all reported a below average week with each
application recording outages due to hardware, software, and
procedural errors.
- I3ATCH had 6 hours and 30 minutes of procedural errors,
including a 4 hour and 30 minute outage due to CDC recabling
problems. In addition batch encountered a 35 minute outage
as a result of a CDC hardware failure.
- INTERACTIVE had 3 hours of CDC procedural errors, 50 minutes
of hardware outages, and a 10 minute software outage.
- GIMS experienced a 1 hour and 41 minute outage due to a CDC
procedural error.
- OCR-COLTS experienced a 2 hour and 12 minute CDC procedural
error and 32 minutes of hardware errors.
- OCR-RECON had a 2 hour and 12 minute CDC procedural error
and a 23 minute hardware outage.
- OSWR-TADS had 4 procedural errors totaling 3 hours and 34
minutes and 54 minutes of hardware outages.
