Deputy Director for Support 1964 STATINT SUBJECT Nomination of James Selden Lay, Jr. for the Career Service Awards Program of the National Civil Service League 1. This memorandum transmits for your signature a letter nominating James S. Lay, Jr. fox; the 1964 Civil Service League Awards. The letter and nomination documents have been reviewed and concurred in by STATI Sand nomination behalf of the Deputy Director for Intelligence and by the Director of Security. 2. The Agency is invited each year to nominate candidates for the Career Service Awards Program, sponsored by the National Civil Service League. This is the same award presented to Mr. Lyman Kirkpatrick in 1960,~to Dr. Sherman Kent in 1961, and to Mr. Arthur C. Lundahl in 1963. The letter from Mr. Nicholas Kelley, President of the National Civil Service League, inviting the nomination of Agency candidates and a brochure describing the League's Awards program is attached. 3. Present plans call for granting the League Awards on 14 April 1964. Nominations must be submitted by 17 January 1964.
