DRAFT DIRECTOR OF CENTRAL INTELLIGENCE DIRECTIVE NO. 1/10 COORDINATION STAFF Pursuant to directives of the National Security Council (NSC), including paragraphs 1, 2 and 3.c.. of National Security Council Intelli- gence Directive No. 1 and National Security Council Action No. 2377 of 12 January 1961 (approved by the President on 18 January 1961), there is hereby established a Coordination Staff under the personal supervision of the Director of Central Intelligence and headed by his Assistant for Coordination. 1. The Coordination Staff shall be composed of qualified senior intelligence professionals from the departments and agencies of the United States intelligence community., The Director of Central Intelligence shall request, as appropriate,?the heads of departments and agencies concerned to nominate senior intelligence professionals to be detailed for tours of duty with the Coordi- nation Staff. This Staff shall be separate frcn any operational responsibilities of the Central Intelligence Agency or other departments or agencies. 2. The Coordination Staff shall assist the Director of Central Intelligence in discharging his responsibilities for coordinating the foreign intelligence activities of the United States. Toward this end, the Coordination Staff shall, in consultation with and supported by the intelligence elements or appropriate components of the departments or agencies concerned: a. R:?e?relee Assist the Director of Central Intelligence in exercising leadership and initiative and stla.late stimulating cooperative action throughout the United States intelligence community in identifying problem areas; resolving unwarranted duplication; improving existing activities; filling gaps in intelligence coverage; developing and adapting new intelligence programs; and otherwise providing for timely and effective solutions to coordination problems. b. Make reports to the Director of Central Intelligence for USIB consideration analyzing and proposing solutions to community coordination problems dealing with the integration, organization, management and guidance of the national intelli- gence effort. c. Assist the USIB in determining those activities which properly are foreign intelligence and thus subject to coordi- nation, by making recommendations thereon to the Director of Central Intelligence for USIB consideration. e. Keep under continuing review the functions and activities of USIB committees and make recommendations thereon to the Director of Central Intelligence for USIB consideration, including possible changes in the committee structure and improvement in reporting procedures. f. Make recommendations gap to the Director of Central Intelligence for USIB consideration as to revisions or additions to National Security Council Intelligence Directives and Director of Central Intelligence Directives which would achieve better coordination, improve management or inspire more effective conduct of foreign intelligence activities, particularly through new or revised assignments of responsi- bility, joint usage of facilities, or the provision of services of common concern. g. Make recommendations to the Director of Central Intelligence for improvement, through action by USIB or by certain member agencies, in planning the future work and anticipating the problems of the intelligence community. Provide advice and comments to the Director of Central Intelligence eE to assist him in acting upon specific inter- agency coordination problems of an organization., ey manage- ment or operational character pertaining to the foreign intelligence effort. sad-s-st~ek~-eee~a1;es-p~eb~e~xs-e?-aa i. Perform such other staff services relating to the coordination of foreign intelligence activities as may be directed by the Director of Central Intelligence. 3. In performing the above functions, the Coordination Staff shall: a. Develop and maintain familiarity with the status of foreign intelligence activities affecting the national security. b. Make such surveys of foreign intelligence activities of various departments and agencies, in consultation with the head of the intelligence or other appropriate component of the department or agency concerned, as the Director of Central Intelligence may deem necessary pursuant to paragraph 3.c. of National Security Council Intelligence Directive No. 1. 4. Directives resulting from aa,preved recommendations of the Coordination Staff approved by appropriate authority in accordance with existing laws and applicable Presidential or NSC directives shall be promulgated and implemented within the normal command channels of the departments and agencies concerned.
