K. Counterintelligence activities abroad. Programs for
protecting U. S. Government personnel, and sensitive U. S. informa-
tion, installations and operations against espionage, sabotage and sub-
version, including:
2. Personnel security screening and supervision
a. Trends
Based upon experiences gained in the past year, it is
anticipated that, this Division will become further involved
in providing support in the personnel security field.
Experience has indicated that after the establishment of
the desired rapport at a field installation, Chiefs' of Station
or Base and other field personnel are prone to volunteer
information relative to existing or potential personnel
security problems, which otherwise may not become known
to Headquarters for some period of time.
b. Plans
During the conduct of the annual security ;survey of all
overseas Stations, continuing efforts will be made to ensure
that each Station maintains an active program to provide an
appropriate security briefing to all personnel upon their
arrival at the Station, and periodically thereafter if warranted
by changing conditions.
c. Accomplishments
In the course of continuing comprehensive security

security problems were surfaced to representatives of this
Division. The information was furnished to Headquarters
for final resolution. This type of activity, in gaining informa-
tion before a personnel security flap occurs, will improve
the overall security of Agency operations overseas.

3. Physical security
a. Trends
(1) Kidnappings, assassinations, riots, civil
disturbances and organized demonstrations pose
an increasing threat to overseas installations and

cover. This development has presented some unique
security problems regarding the protection of classi-
fied information.
b. Plans
(1) Conduct annual comprehensive security surveys of
all overseas Stations and Bases to ensure that sensitive
Agency material, including sources and methods, is
adequately protected and that emergency destruction
systems are available in case of crisis.
(2) Assist in the formulation and implementation of plans
and use of equipment to minimize the danger from terrorist
activity including kidnapping and assassination.

(4) Provide security equipment inspection,
maintenance and support as required to overseas
activities.
(5) Instruct in and supervise the use of pouch
protection systems.

and Base was continued during the past year. This program
includes the individual briefing of Station and Base Chief
designates on the overall security support program for
overseas Stations and a detailed analysis of the security
posture of the particular Station or Base to which the
individual is being assigned.
(7) The need for all Stations and Bases to have a current,
effective emergency destruction plan has been stressed during
the conduct of security surveys. Chiefs of Station and Base
have been given guidance and assistance in this matter by the
visiting Security Officers. Reductions of classified material
holdings to an absolute minimum consistent with operational
requirements has been urged and a substantial improvement
in this matter has been noted during the past year.
