Attached is a package of material concerning the Murphy Commission which is a short title for the "Commission on the Organization of the Government for the Conduct of Foreign Policy. " As you know, this Commission was established by a joint act of Congress to look into all aspects of the foreign policy problem. The attached papers are self- explanatory, at least to a degree, and obviously present this Directorate with a long term problem of how we meet the spirit and intent of the Commission and still avoid unnecessary security problems. 2. I would like you to be the Directorate's referent on all matters affecting it as relate to this Commission and to draw upon such resources within the Directorate as you feel necessary to assist them in their job; this to include any interviews with Directorate personnel, the provision of material and the establishment of appropriate guidelines for dAnI;na -,;+1. +1. f or tine Agency. 3. I expect you to consult with me on a regular basis as our inter- action with the Commission develops and for the purpose of specific policy guidance. As a general policy matter I regard the work of the Commission as important and the role of intelligence in support of foreign policy as a major aspect-of such policy. I believe we should approach this problem in a positive and constructive way and attempt to give the Commission what- ever assistance we can while attempting to preserve from public exposure sensitive operational detail. In this respect, I believe we should regard Ambassador Murphy's letter of 8 August as the charter for the Commission's interaction with the Agency and as overriding any of the attached study plans which Ambassador Murphy notes as "suggestions".
