MEMORANDUM FOR:
Assistant to the Director
SUBJECT: Items for Discussion, PSB Informal Meeting 2 September 1953
1. Item One: The revised paper contains the JCS and CIA changes.
Draft revision is attached. Copies are in the hands of CPP and FE.
2. Item Two: I stressed again that the Board will have
to pass on this paper at its 16 September meeting. The NSC gets it on
17 September. Mr. Phillips announced that CIA would get the State Summary
today. I announced that Mr. Amory hoped to have a draft ready the latter
part of this week.

prestige abroad has dropped. Joe Phillips said Adlai Stevenson had also
been quoted as saying U.S. Prestige abroad is high and that it has not
declined. (Someone remarked he had read Stevenson quotations going the
other way).

said he had individually polled CIA people on the two GTOUDS
and they were for it. Over the phone this morning, 25X1
told me that after having spo en to is now in 25X1
accord.

4. Item Four: 0 states he will tell the Board what he has been
advised by the various representatives. He states they are overwhelmingly
affirmative. He will then ask the Board if their latest view checks with
what he will have just told them.
5. Other Business:
a. Joe Phillips says State.will wish to discuss the question of
POWs who do not want to come back. Godel stated Defense proposes the hell
with the so and sos, they do not want to return and that's that. Phillips
as%ed what will be told those POWs who inquire about punishment. Godel
stated this was still unresolved. For those who do ad ask for a guarantee
against punishment, nothing can be done. (This morning I learned this will
be brought up after Defense offers its proposal set out in paragraph
immediately below here).
b. Godel says Defense would like to have discussed its proposed
White Paper counteracting Red propaganda about the "good treatment" the
TJN POWs received. / 'll distribute a paper tomorrow on this subject.
of PSB informs me there is no need for a preliminary look at it.
(After the Defense paper is discussed, then State will bring up the point
contained in paragraph 51 above).
c. (This may be discussed, but at eleven o'clock this morning,
there still was no confirmation. Understand State was not quite completed
its planning yet). State's GER desk would like to see the Berlin food
program converted into a long range program. In this connection, I attach
a memorandum by Mr. John Bross dated 11 August 1953, with reference to
"Food Depots along Zonal Boundaries." It was intended for DCI in case that
subject were to be discussed at the 12 August 1953 meeting. No meeting was
held that day. The paper sets out CIA objections to food depots. This,
of course, would be one small aspect of any long range food program, but
in view of the strong position Mr. Bross takes and also in view of the fact
that conceivably the question of food depots along the zonal boundary may
come up for discussion, I attach this document for your information. You
will note CPP has indicated approval of Mr. Bross' position.
6. Miscellaneous: These will not be on the agenda:
a. What to do in W. Europe as Christmas Gesture. This should
not necessarily be limited to food, feels. The Staff agreed that a 25X1
special panel should be set up with a representative from each agency. I

agreed this was best way of handling the matter. I have asked CPP to
nominate someone to be the CIA member on this panel. Godel says Defense
would like to see all major commands hold open house and give away stuff.

along to the above-mentioned special panel when it is formed.
b. Joe Phillips facetiously asked who had authorized the two 25X1
clergymen to drop bibles behind the iron curtain. No one pleaded guilty.
