There are available in the CIA Library copies of four untranslated reports in
Italian (nine pages) on activity of the Italian monarchist parties in
February and March 1955,
a. Report dated L March 1955 which discusses the failure of the negotiations
in February 1955, between the PNM and PMP, to achieve a unification of
the monarchist forces in Italy;
b. Report dated 12 March 1955 on the positions of the PNM and the PMP
vis-a-vis the Italian Government and the MSI, and the possibilities of a
turn to the Right or the left. In regard-to the Regional elections in
Sicily, the Monarchists are assured of Christian Democratic support
because of. their local strength;
ce Report dated 15 March 1955 on Alberto Consiglio, head of the PNM Press
Office who wrote three articles under the pseudonym Historicus for the
crypto-Communist newspaper,., Paese Sera, Alfredo Covelli, Secretary
General of the PNM9 defended this action of Consigliols saying that the
later was free to collaborate with whichever paper would pay him the
most,, since the Party was unable at this time to satisfy his financial
needs- and
d. Report dated 26 March on the parallel positions of the two monarchist
parties in regard to the Government. However the PNM is more cautious in
committing its support to the coalition, because of internal dissensions.
Covelli believes that a governmental crises should be avoided until after
the Sicilian elections, since a victory for the Christian Democratic and
Monarchist wing could easily lead to an opening to the Right. The PLI
is also involved in such a move, as it could conceivably function as an
intermediate step in a move to the Right by the Government4 from which to
move to a unification of the monarchist forces and even possibly on to
an alliance with.the Me The present support of the coalition by the
Monarchists must therefore be viewed in the light of the above hopes,
which could never be realized if the present government fell.
