UNITED STATES GOVERNMENT : Assistant Director for Operations DATE: 9 August 1960 FROM : Chief, Foreign Documents Division suBJECT: FDD Monthly Progress Report - July 1960 STATSPEC 1. FDD's new program to provide collated reports of required information on the Sino-Soviet Bloc finally received the green light on 15 July. At a DD/I luncheon with other representatives of DD/I offices it was agreed to put the program into action for a trial of six months. Subsequently, a meeting of the ADO and Acting AD/RR was held on 25 July arranging for a meeting of Chief, FDD, and ORR division representatives the following day. At this meeting on 26 July, the program was discussed and agreement reached whereby ORR will indicate to FDD its continuing reports requirements and also what collated reports are needed. Acting AD/RR agreed to general release of pending collated reports in economic fields. Since then, Manufacturing Sectors Branch has indicated it will frame requirements for collations on (1) automation in the USSR during the past year, and (2) amortization in certain branches of machine building in the USSR. 2. A General Accounting Office audit team on 28 July began a detailed survey of the Division, following a general briefing on the Office of Operations on 25 July- --I . The first Sino-Soviet Bloc Military Report, supplanting previous military reports on the respective areas, was published as a weekly summary on 20 July. Expeditious editing and the cooper- ation of the Printing Services Division, now makes the information available to consumers two to three weeks after the origination date in Moscow, a 50 percent reduction in the previous time lag.
