The creation of a Project Administrative Plans Staff (PAPS) in 1953, to sit as a board in the 1Z)/P Area for the examina- tion and evaluation of cold-war projects, is doing much to eliminate the lack of proper planning which has heretofore so often characterized the larger DD!P undertakings.
