1. Bob Hull, Department of State, called
to make further inquiries about our pending retirement legislation. He said
that they would have hearings on conforming amendments to the Foreign
Service system before the Hays Subcommittee on Wednesday. I sent him
material on our pending legislation in the interest of being of assistance.
3. Talked with Miss Kimie Ishibashi, Personal
Secretary to Senator Daniel Inouye (D. , Hawaii), about the possibility of the
Senator addressing the Advanced Intelligence Seminar next Friday. Miss
Ishibashi said she would be glad to take this up with the Senator and be back
in touch with me.
5. Colonel Everett Harper, on the staff of
the Senate Preparedness Subcommittee, called and asked if the revelations
by Senator Fulbright following the Director's testimony before the Symington
Subcommittee was a deliberate move on the Agency's part. I told Harper
the only way we could answer his question was to state that the Director had
appeared before the Symington Subcommittee in response to a request from
the Senator which the Director did not feel he was in a position to refuse. I
added that we did not consider this as establishing a precedent and the
Director's appearance was made in a manner consistent with his other
briefings on the Hill. I told him I was providing this for his information
and not for publication. Harper said he understood and added that he was
"dismayed" by Senator Fulbright's statements.

6. Received another call from Al Tarabochia,
on the staff of the Senate Internal Security Subcommittee, concerning the
Subcommittee's contact with an American citizen who was arrested in Peru.
(See Memo for the Record for details.)
After passing this information on to WH Division, I suggested to
Tarabochia that he inform the State Department of this information since
the individual involved is an American citizen.
9. Met with Mr. Arthur Kuhl, Chief Clerk, Senate
Foreign Relations Committee, who told me the daily delivery of the transcript
of the Director's testimony before the Symington Subcommittee can be discon-
tinued after today. The transcript will be retained in the Agency, subject to
call by the Chairman. Mr. Kuhl also advised that the transcript will be needed
next Wednesday for the day. Chairman Symington has scheduled an admini-
strative meeting of the Committee and staff to review the hearings on Laos.
10. Met with Mr. James T. Kendall, Chief Counsel,
Senate Preparedness Investigation Subcommittee, who asked that someone
come by the first of the week and brief him on the new Soviet bomber that
has been receiving so much publicity.
11. Met with Miss Trudy King, Executive
Assistant to Representative Thomas Morgan (D., Pa.), and closed out the
correspondence with her. Miss King expressed Representative Morgan's
appreciation for our help in this case.

12. Met with Mr. Robert Michaels, House
Appropriations Committee staff, who told me that he will be away from
the city during the coming week but will be returning on Monday, 10 November.
He will continue to work with the Chairman and the Committee staff for at
least the next several weeks. No replacement or other staff person has been
designated by the Chairman to work with us. During the coming week matters
of Committee interest will be handled directly with the Chairman and members
of the CIA Subcommittee.
13. Met with Mr. Frank Slatinshek, Counsel,
House Armed Services Committee, who indicated that he intends to present
the Agency's amendments to the retirement act before the full Committee
together with the military retirement amendments which are pending before
the Committee. When such presentation can be made is not yet known.
I briefed Mr. Slatinshek on the following items:
a. Soviet low altitude defense measure;
b. Soviet SS-9 test;
c. Soviet leadership differences;
d. Soviet SS-11 test;
e. Soviet air-to-surface missile test;
f. statement re new Soviet bomber production;
g. Soviet third-quarter industrial growth.

1. I George Winnett, State Congressional
Liaison, called to say he had gotten a congressional inquiry about
allegations regarding Kim Philby's relations with CIA. I told Winnett
that if he would send the inquiry to us we would try to handle it.
2. I Jack Leahy, State Department
Congressional Liaison Office, called and asked if any members of
the Foreign Relations Committee have been present at our briefings
of the Senate CIA Subcommittees on Laos. Leahy is aware that
Senators Fulbright, Mansfield and Hickenlooper (now Aiken) normally
attend these meetings as invitees. He is raising this question as a
result of Senator Fulbright's statement at Secretary Rogers briefing
of the Symington Subcommittee that this was the first he knew of the
extent of U. S. involvement in Laos. (See our Memo to the Director).
On the Director's instructions, Leahy was advised that this was a
matter which Mr. Helms would discuss personally with Secretary Rogers.

Investigator, Senate Internal Security Subcommittee, and received
from him for Agency review the galley proofs of the 16 October
Committee hearing of testimony of

6. Met with Mr. Pat Holt, Staff Director, Symington
Subcommittee on U. S. Agreements and Commitments Abroad, and delivered
to him a listing of the board of directors of Air America, Incorporated, and
Air Asia Company, Limited. This was a followup to a request by
Senator Mike Mansfield (D., Mont.) during the Director's appearance before
the Subcommittee on Tuesday.
7. Met with Mr. Arthur Kuhl, Chief Clerk, Senate
Foreign Relations Committee, who advised that after Friday we may be
able to dispense with daily delivery of the transcript of the Director's
appearance. The transcript will be needed on Wednesday, 5 November, how-
ever, for a Committee administrative meeting on the Laos hearings.
8. Received from Mr. Robert Michaels, House
Appropriations Committee staff, an extract of the testimony of
Admiral Rickover before the Committee concerning training of naval
personnel and technicians in the Soviet Union. The excerpt was forwarded
to DD/S&T for their use in responding to a question posed during the
Director's appearance before the CIA Subcommittee on Wednesday, 29
October.
9. I I Met with Miss Sharon Steffel, in
the office of Representative Tom Railsback (R., Ill.), and provided back-
ground material for response to a constituent on

office of Representative Ogden Reid (R., N.Y.), and received a listing of
the students and faculty members of the Good Counsel College of White Plains,

11. 1) Met with Mrs. Oneta Stockstill,
Executive Secretary, House Armed Services Committee, and reviewed
with her H. R. 14318 and H. R. 14323, bills to create an office of defense review
and a temporary national security commission. Mrs. Stockstill advised that
comments have been requested from DOD and the Comptroller General,
but that no Committee action is anticipated on these bills. No interim
response is desired. If the Agency has strong objection to the bill such
a response would be of use to the Committee. Otherwise no answer to
the Chairman's letter is needed at this time.

1. Returned the call of Roger Majak,
Legislative Assistant to Representative Jonathan Bingham (D., N.Y. ),
who wanted to meet with me to discuss an article on the CIA to be written
by the Congressman for a popular magazine. Majak said they wanted to
deal with CIA operations and the congressional role therein and in that
connection said they would like information on the Members and committees
we contact on a regular basis and those contacted on an irregular basis.
I told him that at a minimum we would draw together some material that
he might find valuable reading before outlining the article, including floor
debates on the general subject of the legislative oversight of the CIA.
Majak said this would be fine and I said we would try to get back to him
in the next several days. (Later in the day I , OCI, informed
OLC, that Majak had contacted Mrs.

2. Ted Swift, in the office of Senator
Robert C. Byrd (D. , W.Va.), called referring to a floor speech to be made
by the Senator on the November Moratorium and asked for such information
as we could properly supply on the use of the Moratorium by Hanoi.

I called Mr. Walter Pincus, on the Symington Subcommittee staff, to advise
him of Mr. Clyde McAvoy's plans to leave for Laos this afternoon. Mr.
Pincus said there were no outstanding items concerning Mr. McAvoy as

Senate Internal Security Subcommittee, called to advise us that the

was available for our review. I told him I would drop by and
pick this up in the next day or two.
Tarabochia also wished to advise us that one of their sources
had informed the Subcommittee that he had a means of getting out of
Peru an American citizen who was arrested there and whose case was
mentioned 27 October on page I-1.
Tarabochia was merely passing this piece of information on to us. WH
Division is being advised.
5. Hand carried to Bill Woodruff, on the staff
of the Senate Appropriations Committee, our latest reserve withdrawal
letter dated 28 October. I also discussed with Woodruff Chairman
Russell's reaction to Woodruff's briefing of him on the withdrawal letter
dated 15 October. (See Memo for the Record. )
6. Met with Ed Braswell, on the staff of
the Senate Armed Services Committee, to discuss our retirement legislation
and the possibility of our bill being introduced in the Senate. Braswell
strongly recommends that we proceed first with the House Committee on
this legislation in view of Chairman Stennis' present involvement in the
conferences on the Defense Procurement bill and the pressure on him to
next take up the draft legislation. (See Memo for the Record. )
7. Met with George Murphy, on the staff of
the Joint Committee on Atomic Energy, to discuss several outstanding 25X1A
items including the Roussilhe case, the Joint Committee's letter to
ACDA on the Beecher article of 2 October, and his interest in

8. Chairman Mendel Rivers, House Armed
Services Committee, introduced the CIA Retirement bill today in the
House of Representatives.

9. I I Delivered to Mr. Arthur Kuhl, Chief Clerk,
Senate Foreign Relations Committee, the transcript of the Director's
testimony before the Symington Subcommittee on Tuesday, 28 October.
Mr. Kuhl will hold the transcript in the main Committee room for
Committee members or Subcommittee staff personnel involved in the
Symington hearings. It was affirmed with Mr. Kuhl that the transcript
will be picked up at the end of the day and returned to the Committee each
day for as long as daily review is desired by the Committee.
10. It was learned today that
Mr. Kenneth Sprankle, Clerk and Staff Director, House Appropriations
Committee, is retiring effective 31 October. There is no present indica-
tion whether Mr. Paul Wilson, Assistant Clerk and Staff Director, will
succeed Mr. Sprankle.
Mr. Robert Michaels, House Appropriations Defense Subcommittee
staff, is retiring effective 31 October but may accept the Chairman's request
to continue on with the staff for a period of time. No successor to
Mr. Michaels has been designated.
11. Delivered to Mr. Robert Michaels, House
Appropriations Committee staff, for the Chairman a Reserve withdrawal
letter dated 28 October 1969.
12. Met with Miss Carol Tuchman,
Administrative Assistant to Representative Ogden Reid (R., N.Y.), and
discussed Representative Reid's availability to address the Agency's
Advanced Intelligence Seminar. Representative Reid is committed for
Friday, November 7, away from the city and is overextended in speaking
commitments during the next three weeks. Office of Training has been
advised.

1. Accompanied the Director who testified before
the Subcommittee on U. S. Security Agreements and Commitments Abroad
of Senate Foreign Relations Committee, regarding our involvement in
Laos. A transcript is available in OLC.
2. Jay Sourwine, Senate Internal Security
Subcommittee staff, called with a question about the Stockholm Conference
on Vietnam. He said a press release which was given by the International
Liaison Committee on 12 October discussed this conference. Sourwine is
interested in knowing whether any Americans participated in this conference.
5. Checked with Al Westphal, House Foreign
Affairs Committee staff, on the status of amendments to the Foreign Service
Retirement Act to provide the benefits of the Daniels/McGee bill to Foreign
Service retirees. Westphal advised that the Committee is preoccupied with
the Foreign Aid bill and has no immediate plans to act on this legislation.
He did indicate, however, that there is a good possibility that the Daniels/
McGee amendments will be included in legislation which will also make other
amendments to the Foreign Service Retirement Act.

6. Met with Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, and discussed the introduction
of the proposed amendments to the Agency's retirement act. Mr. Blandford
indicated that the pressing business of the Chairman and the members at the
present time are quite burdensome and could result in delay pending action
on the amendments by the Senate Committee. He advised that he would take
a further look at the matter during the day after receipt of the Agency's letter
to the Speaker of the House formally transmitting the legislation for considera-
tion by the Committee.
I met later in the day with Mr. Frank Slatinshek, Assistant Chief
Counsel, who told me that he had gone over the legislative package with
Mr. Blandford after receipt of the letter to, the Speaker. The bill will be
put in for introduction by the Chairman hopefully later in the week.
7. Briefed Mr. John R. Blandford, Chief Counsel,
House Armed Services Committee, on the following items:

11. Met with Mr. Arthur Kuhl, Chief Clerk, Senate
Foreign Relations Committee, after the Director's appearance and recon-
firmed the existing arrangements for handling the transcript of the Director's
meeting. with the Symington Subcommittee. The transcript . will be delivered
to the Committee at the beginning of business each day and will be retained in the
main Committee room to be picked up at the end of the day and returned to
the Agency for safekeeping. This procedure will continue for as many days
as may be required for review by the Committee members. Thereafter the
transcript will be held for safekeeping by the Agency, subject to call by the
Chairman.
12. Met with Mr. William Woodruff, Counsel,
Senate Appropriations Committee, who told me he had briefed
Senator Richard Russell (D., Ga.) on our Reserve withdrawal letter of
15 October. He recommends that at an opportune time the Director bring
up the matter and discuss the project further with Senator Russell.

priations Committee staff, who advised that Chairman Mahon has scheduled
the CIA Subcommittee meeting for 10:00 a. m. on Wednesday, 29 October.

2. Met with Mr. Frank Slatinshek, House
Armed Services Committee staff, and gave him a draft report on the
Agency's retirement act amendments. Mr. Slatinshek advised that the
Chairman's schedule is such that there is some difficulty in getting to him
for introduction of the bill. He suggested that I talk to Mr. Blandford, Chief
Counsel, in the morning.
3. Met with Mr. Arthur Kuhl, Chief Clerk, Senate
Foreign Relations Committee, and confirmed the arrangements for the
Director's appearance at 10:00 a. m. on Tuesday, 28 October before the
Symington Subcommittee on U.S. Agreements and Commitments Abroad.

Gallagher (D., N.J. ) and in response to his request made an appointment for
10:00 a. m. on Wednesday, 29 October for a Mr. to meet with
Mr. , Office of Personnel.
5. Received a call from Mr. Mel Christopher,
Arms Control and Disarmament Agency Congressional Office, concerning
a letter to the Joint Committee on Atomic Energy which will be coming over
this afternoon for our review from Mr. William Hancock, ACDA General

1. Hand carried to the Office
of the Vice President and the Speaker of the House of Representatives
the Director's letters transmitting our retirement legislation.
4. Left with Ed Braswell, Senate
Armed Services staff, a copy of our draft report on the retirement
bill and additional backup material. Braswell said he planned to
get on this as soon as the conference is concluded on the Military
Procurement bill.
Braswell asked if Bruce Clarke could come to the
Committee rooms and review the last half of the transcript of the
Senate debate on the ABM and indicate his suggested security
deletions. Mr. Clarke is not in today but will probably do this
on Monday.

House Armed Services Committee, whom I briefed on certain Soviet
weapons supplied to North Korea and recent Middle East developments
and the latest attempted Soviet moon probe.
7. Met with Phil Kelleher, former Counsel
of the House Armed Services Committee, who filled me in on some of the
inner workings of the Committee (with several of whose members he
remains in very close touch). He spoke of having been visited recently
by several journalists, including Tom Lambert and Neil Sheehan, who are
working on an expose of some 'of Chairman Rivers' activities.

1. Briefed James Gehrig, Staff Director,
Senate Space Committee, on the recent Soviet space failure.
2. Met with J. Russ Blandford, Chief
Counsel, House Armed Services Committee, whom I briefed on the
latest Soviet lunar probe and the UAR fighter aircraft inventory.
I asked Blandford about the possibility of his giving a
talk to a group of our senior officers in early November but he begged
off because of his heavy schedule.

3. Called on Robert Michaels, on the
staff of the House Appropriations Committee, to say we were all sorry
to hear of his resignation and much appreciated his past assistance to
us. He said he had no idea what Chairman Mahon wished us to discuss
before his Subcommittee on 29 October--that when he had asked Mahon
about this Mahon had simply said "we will talk about it later. " Michaels

Subcommittee. Mr. Michaels advised that the Chairman had not indicated

the availability of the Subcommittee members and try to set a time with
the Director for next week. After checking the Director's schedule, I
told Mr. Michaels that Tuesday, Wednesday, or Thursday, with some
preference for Wednesday or Thursday, appeared best at this time.
Mr. Michaels advised later in the day that Wednesday morning, 29 October,
is being scheduled for the meeting of the Subcommittee. The time of the
meeting, however, is still indefinite and will have to be determined later.

ments for handling of reporters' notes and transcript of the Director's

23 October. - Mr. Birdsall advised that he does have some problem with
availability of appropriate transcribers this week which is causing delay
in turning out the finished transcripts, but that this is a problem that has
to be handled on a day-to-day basis by his office.
7. Talked to Mr. Walter Pincus, Senate Foreign
Relations Committee staff, who told me the Director's appearance for
tomorrow before the Symington Subcommittee is to be put over. He said
Chairman Symington will be calling the Director later in the day and
possibly by that time it will have been determined when the Director will
be appearing.
8. Met briefly with Mr. Arthur Kuhl, Chief
Clerk, Senate Foreign Relations Committee, and confirmed the security

Senator Henry Jackson (D., Wash.) regrets that he will be unable
to accept the Director's invitation to address our senior officers
in a seminar since he will be in Washington state for a testimonial
dinner during that period. I suggested that we approach him again
at some time in the near future and Miss Fosdick said she was sure
the Senator would like to have another opportunity.
2. Met with Bill Woodruff, on the staff of
the Senate Appropriations Committee, and brought him up-to-date
on the information we have on the Soyuz flights.
3. In connection with his query about "the
report" mentioned in the Beecher column of 2 October, I advised
George Murphy, on the staff of the Joint Committee on Atomic
Energy, that I could not respond to his question as he had put it
since this was not one report but was a series of papers which were
being prepared. (Murphy had asked if we could tell him the status of
the report which was being prepared in connection to the SALT talks. )
4. Called Wilfred Rommel, Assistant
Director for Legislative Reference, Bureau of the Budget, to ask that
he give prompt attention to our proposed legislation to increase retire-
ment benefits which was hand carried to his office this morning. See

the staff's understanding, however, that there are not sufficient votes
in the Senate Subcommittee to get the bill out of the Committee.

the staff of the Senate Appropriations Committee, a reserve wi~h-
drawal letter for a sensitive project. Woodruff requested, and OPPB is preparing,a backup paper on this for his use in briefing
Senator Russell.
2. Received a call from Robert Michaels,
House Appropriations Committee staff, concerning an article on the
Agency appearing in the Government Executive for October 1969.
Bob made no request concerning the article but wanted us to know
about the item.
Later in the day I delivered to Mr. Michaels a notification
from the Director of a withdrawal from the Reserves. Explanation
of the withdrawal will be provided on Monday.
I briefed Mr. Michaels on the following items:
a. Soyuz 6, 7 and 8;
b. testing of a Soviet aircraft;
c. Soviet-Chinese border defenses.

House Armed Services Committee, who does not foresee a request for
Committee briefing in the immediate future. The present Committee
workload is occupying the full attention of the members of the staff. In
the area of general congressional matters, Russ commented on the Senate's
Symington Subcommittee hearings on Laos scheduled for next week. He
commented somewhat philosophically that it is his feeling this is a price
we have to pay to maintain our democratic form of government. He did not
comment on the Director's appearance, but seemed to be puzzled as to the
purpose to be served by these hearings.

U. S. Communist Party and I referred the caller to the FBI.
2. In response to his earlier call (see
Journal of 15 October), called Mr. Powell, in the office of Representative
Louis C. Wyman (R. , N.H.), but learned that he was in the congressional
district and would not return until the 20th. It was suggested that I await
his return and they would tell him that I had called.
4. Delivered to Mary Flanaghan, in
the office of Representative Walter Flowers (D., Ala.), Agency brochures
requested for use in responding to constituent inquiries. Miss Flanaghan
took the occasion to note that Representative Flowers had been invited to a
breakfast briefing earlier in the year and has questioned why the invita-
tion had not been renewed. I told Mary that Representative Flowers is still
No. 1 on our list and at such time as we have another breakfast briefing he
certainly will be invited. Mary indicated that she felt Representative Flowers
was somewhat concerned that there might have been another briefing and that
his name might not have been included .

2. In view of his prior notice to us
of a letter which the Secretary of Defense had received from the
Joint Committee on Atomic Energy regarding the William Beecher
article of 9 October, I advised Frank Hand, DOD Liaison, that the
Agency had been contacted today by ACDA regarding a letter they
had received from the Joint Committee concerning Beecher's article
of 2 October. I told Hand that it was the 2 October article on which
we had received an inquiry from the Joint Committee.
3. Left with Ed Braswell, on the staff
of the Senate Armed Services Committee, our paper showing the
changes which would be made in various sections of the CIA Retire-

Internal Security Subcommittee, that there was interest in the three

Sourwine said that he would not pursue this further, but that when the needs

opportunity to review the cases in light of the Subcommittee's interest and
I said we would so record the interests of the Subcommittee now and handle
the matter as we have in prior cases. (Sourwine said he was pleased that
we were interested in these cases but was surprised that the "other agency"
(presumably FBI) professed to know nothing about these cases. )

Soviet Soyuz space mission. Chairman Miller was most appreciative
and noted in passing that he had made a tape for TV at noon on this
Soviet mission. He was, able to state in all honesty that he had no idea
what the purposes are of this particular mission and discussed his own
interest in any experiments that might be conducted with regard to welding
techniques.

4? Jay Sourwine, on the staff of the
Senate Internal Security Subcommittee, called regarding a report which
the Subcommittee has received from a Cuban whom they regard as a
good source. According to this source, Juan Bosch and Hector Aristi
visited Kim Il Sung in North Korea on 8 October and discussed with
him the withdrawal of U.S. troops from South Vietnam, Laos, and the
U.S base at Guantanamo Bay. These men allegedly tried to influence the
North Koreans to take a stand calling for the withdrawal of U.S. troops
from these areas. Sourwine said we probably also had this information
but he wanted to pass it on to us "just in case. "
5. Provided George Murphy, on the staff
of the Joint Committee on Atomic Energy, sanitized material from the
reports referred to in our study on Soviet computers. This was done in
response to Murphy's request for this information.

11. Met with Mr. Robert Michaels, House Appro-
priations Committee staff, who confirmed his earlier advice to me that he
intends to retire at the end of the month and take the benefits of the Daniels/
McGee bill. He told me that no official notice has been taken by the Chairman
of the intended retirement and no designations have been made and there have
been no conversations with regard to succession on the Defense Subcommittee
staff. He assumes that in all probability Ralph Preston will succeed him and
he will advise me at the earliest possible moment of any word on the subject
so that we can start working with Ralph.
I updated the information previously furnished Mr. Michaels on the
current Soviet Soyuz mission.

13. Lura Dean Hoskinson, in the
office of Senator Stuart Symington (D. , Mo. ), called to set up an appoint-
ment with Agency representatives for a constituent who is looking for
a 20-year grant to underwrite a program for "making children better
individuals. " I told her that from what she had said the program had no
apparent interest for this Agency and reviewed the legislative proscriptions
surrounding our functions. She agreed, but said that she might have to
come back to us if she was unable to arrange other appointments for the
constituent since apparently an HEW representative who had talked to him
had mentioned that either DOD or CIA may have some interest. I told
her that if called upon we would meet with the individual as a courtesy
to the Senator.
14. Mr. Robert Hull, Department
of State, called for a rundown on our plans for updating the Agency's

I. I Received a call from Gwen Harrison,
in the office of Representative William Mailliard (R., Calif.), who advised
that she is preparing responses to constituent correspondence relating to
the Green Beret case and requested a listing of the congressional committees
that review the activities of the Agency. Mrs. Harrison also advised that
she would appreciate a copy of whatever wire service or press clippings we
might have immediately available concerning the review by the President of
the determination of the Director of Central Intelligence in this case. I
thanked Mrs. Harrison for her call and advised that we would send her a
copy of an appropriate clipping.
3. George Murphy, on the staff of the Joint
Committee on Atomic Energy, called and asked for copies of reports which
were referred to in the study which we provided him on Soviet computers.
I told him I would check on this and be back in touch.

7. In an chance encounter I asked Carl Marcy,
Chief of Staff, Senate Foreign Relations Committee, about the Symington
Subcommittee hearings on U. S. involvements in Southeast Asia and what role
his staff was playing therein. He said that Messrs. Pincus and Paul were
"running this show on their own, " but that he personally was following the
hearings with interest and expected they would produce some very far-reaching
results indeed.
8. I I Met with Russ Blandford, Chief Counsel, House
Armed Services Committee, and briefed him on:
a. Recent developments regarding Soviet strategic
missile deployment.
b. Preliminary analysis regarding a new Soviet aircraft.
c. Current Soviet Soyuz mission.
Blandford complained that items a. and b. above confirmed his belief that
Agency estimates on such matters were often too conservative.
I also discussed with Mr. Blandford a recent personnel case in which

1. George Murphy, Joint Committee on Atomic
Energy staff, called and said that he would like to see a copy of the Agency's
study on Soviet computers. Murphy is interested in this because he under-
stands that proposals are being made for the U. S. to send sophisticated
computers to Soviet atomic energy laboratories. Murphy is opposed to this
and wishes to learn as much as he can about the state of the art in the Soviet
Union. He was advised by the Atomic Energy Commission that the Agency
had such a study. I told him I would look into this and be in touch with him.
Murphy also referred to an article in yesterday's Washington Star
concerning two spies who were arrested and subsequently freed and may be
the subjects of an exchange arrangement. He would like any information
that we might have on 25X1 A
2. Talked with Ed Braswell, Chief of
Staff, Senate Armed Services Committee, about our interest in getting
legislation which would provide benefits comparable to those contained in
the Daniels/McGee bill for the CIA retirement system. Braswell made the
following points:
a. He is not at all sympathetic to those persons who are
pressing for maximum retirement benefits on top of cost-of-living
increases but he sees no reason why the increased benefits for the
CIA system cannot carry the same effective date as the McGee/Daniels
legislation.
b. They will be tied up in conference meetings on the military
procurement bill for the next two weeks.
c. He suggests that we press for action in the House committee
first since as he put it Stennis does not like to "carry the torch" on
retirement-type legislation.
d. While he is cool to the possibility of our obtaining
statutory authority for the Director to adopt Civil Service retirement
benefits by administrative action, he did not completely rule out
this possibility.
It was agreed that I would provide Braswell with our retirement package
including our draft language for administrative authorities. He will review
it at his earliest opportunity and then get together with us.

personal secretary to Frank Slatinshek, House Armed Services Committee
staff, who advised that Mr. Slatinshek will be tied up at least through today
in conference on the defense bill and that the earliest he would have any
time for discussion of the Agency's retirement bill would be tomorrow
afternoon.
8. Met with Mr. James Wilson, House Science
and Astronautics Committee staff, and briefed him on a Soviet space
activity. Chairman Miller is in California until the first of the week.
9. Received a call from Mr. Robert I ichaels,
Staff Assistant, House Appropriations Committee, who wanted to be sure
that the Agency had seen the article entitled "The CIA and The Green Berets:
A Strange Case of Mistaken Identies (sic) ?" by L. Fletcher Prouty who is
touted by the Armed Forces Journal as an individual highly knowledgeable
on CIA and its activities. He advised that the information in this article is
contrary to the information provided the Appropriations Committee yesterday
by the Secretary of the Army. On meeting with Mr. Michaels I gave him a
copy of a previous article by Prouty that appeared in The New Republic of Z3
and 30 August 1969 and advised that the biographic sketch on Prouty that
appeared in the Armed Forces Journal was somewhat inflated. I also
reviewed with Mr. Michaels some of the details of the Prouty article.
Although he is still concerned that such misinformation about the Agency is
appearing in the public press, no further response or information is desired
from the Agency at this time.
10. Met with Mr. Robert Michaels, Staff
Assistant, House Appropriations Committee, and gave him certain Agency
personnel information for the Chairman. (See Journal item #5 of 19 Septem-
ber for details.)

my question he saw no reason why we should not include in our current proposal
the provision which would authorize the transfer of funds between our retirement
system and the Civil Service system. He also saw no. reason why we should not
attempt to obtain legislation which would permit the Director to adopt adminis-
tratively provisions of law enacted for the Civil Service system. On all of
this, however, he deferred to our staff contacts with the House and Senate
Armed Services Committees.

with Senator Gravel's opposition to the AEC nuclear test at Amchitka was
very timely. The Senator had discussed this test with the Soviets previously
and plans to meet with Ambassador Dobrynin on this same matter tomorrow.
2. Talked with Ed Bauser and George Murphy,
on the Joint Committee on Atomic Energy staff, concerning Mr. Bauser's
letter to the Director forwarding the William Beecker column which
appeared in the New York Times on 2 October. After some discussion,
Bauser and Murphy accepted my oral response to the effect that the report
referred to in the column on "spy capabilities" was being prepared under
the aegis of the National Security Council and therefore could not be made
available by the Agency. No written response is necessary. (See Memo for
the Record for details. )
3. Talked briefly with Bill Woodruff, Senate
Appropriations Committee staff. Woodruff informed me that Senator John
McClellan had suffered a mild stroke last week which has left him with a
partial paralysis on one side of his face.
4. I talked with Mr. Pat Holt, senior staff man on
the Senate Foreign Relations ad hoc Subcommittee on U.S. Agreements
and Commitments Abroad, about the hearings on Laos scheduled for next
week (see Memorandum for the Record).
5. Met with Mrs. Oneta Stockstill, Executive
Secretary, House Armed Services Committee, who told me that no further
consideration has been given by the Committee to filling the vacancies in the
various subcommittees which were occasioned by the death of Representative
William Bates (R., Mass. ). It may be assumed that Representative Charles
Gubser (R., Calif.) will in all probability be named to the CIA Subcommittee,
but it may be some time before such decision is made by the Committee.

6. Met with Mr. Frank Slatinshek, Counsel,
House Armed Services Committee, and talked in general terms about
amendment of the Agency's retirement bill in consonance with the Daniels -
McGee bill passed by the House and the Senate. Mr. Slatinshek advised
that the Chairman will be introducing amending legislation possibly this
afternoon to update the military retirement system in keeping with the
liberalized authority for cost of living increases set forth in the Daniels-
McGee bill. He told me it is anticipated that the House will accept the
McGee version on the floor tomorrow. As for our bill, Frank requested a
draft of the Agency's adaptation of the Daniels-McGee bill provisions together
with a draft of any additional provisions the Agency might desire for his
personal study. It is his opinion that it would be a waste of time to even
forward a copy of our draft, "Administrative Authority Amendment, " which
would authorize the Director to adopt future changes in civil service retire-
ment legislation. Such a measure could not hope for Committee passage at
this time, let alone passage by the House of Representatives.
7. Met with Miss Louise Ellis, House Armed
Services Committee staff, and reviewed with her the updating of security
clearances. Appropriate documentation was completed.
8. Met with Mr. Pat Holt, Consultant,
Senate Foreign Relations Committee, who advised that Senator J. Fulbright
(D. , Ark.) will be travelling to Trinidad as an official delegate of the United
States Senate to the Commonwealth Parliamentarian Meeting and should have
no need for support or assistance by the Agency during the visit.
Milrae Jensen, Staff Assistant, advised me later in the day that
Senators Fulbright and Marlow Cook (R., Ky.) will be accompanied by
Mr. Seth Tillman, Committee Consultant. The congressional delegation
will be departing for Trinidad on 14 October and returning to Washington on
19 October.

Appropriations Committee staff.. Woodruff said he received a call yesterday
from Senator Russell's office asking him if he knew what the Director wished

I told him I did not but I assumed it was about Senator Symington's hearings
on Laos.
6. I I Dorothy Fosdick, Staff Director, National
Security and International Operations Subcommittee, said that Senator
Jackson hoped to be able to address the Intelligence Review Course in
November but could not commit himself to a specific date at this time.
Miss Fosdick mentioned that was the week of a special dinner for the Senator
in Washington state and his. plans are quite indefinite. She suggested that
we proceed with the balance of the schedule and try to make an adjustment
when the Senator's schedule is more definite.

1. Dick Scott, Director for Communications,
advised of a call he had received from William H. Goodman, Deputy Assistant
Secretary of State for Communications. Goodman said that during appearances
of State witnesses before Senator Symington's Subcommittee they were asked
about State Department's communications facilities. Scott is assisting Goodman
in preparing a suitable response to this question for the record. (See Mr.
Scott's Memo for the Record for details. )
3. Dave Brandwein, FMSAC, called to pass on a
report he had received from Dave Williamson of NASA. During a briefing
given the full House Science and Astronautics Committee by NASA, Chairman
Miller mentioned that the Soviet space program was having some problems.
Miller then mentioned in very general terms sensitive information given him
by Brandwein in a private briefing. While this is on the Committee record,
it is our collective judgment that Miller's remarks were not sufficiently
serious to warrant an attempt to expunge them from the executive transcript.
Williamson also expressed some reservations about the "reliability" of one of
the members of this Committee. See Memo for the Record.

5. Met with Mr. Jack Matteson, House
Foreign Operations and Government Information Subcommittee staff,
concerning the question of the Director's statutory authority to withhold
witnesses and information from the Green Beret trial (see Journal item
of 30 September). I went over again with Mr. Matteson in detail the
pertinent sections of the Manual for Courts Martial, the National Security
Act of 1947 and the CIA Act of 1949 and learned that he had talked to
Colonel Chilcoat, Army JAG, who confirmed the information I gave
Mr. Matteson yesterday. I satisfied Mr. Matteson that the Director was
acting well within the authorities. He will so report to Chairman Moss.
Mr. Matteson expressed his appreciation for my meeting with him and
indicated once again that this type of problem is one of the most difficult
for the Chairman. As we closed he noted that the information provided
should be sufficient to avoid the necessity of a formal letter from the

9. Talked with Charles Campbell, in the
office of Senator Richard Russell, about our disposition of the application
I told Campbell that while he was obviously well-
qualified we had very few vacancies at his level particularly at-this time
and these were normally filled from within. I told him we were advising
to this effect. Campbell thanked me for reporting back to him
and said as far as their office was concerned, the matter was closed.
