MEMORANDUM FOR: The Honorable Henry A. Kissinger
Assistant to the President
for National Security Affairs
SUBJECT National Security Decision Memorandum
244 -- The International Energy
Review. Group
In light of the objectives and instructions out-
lined in National Security Decision Memorandum 244
establishing the International Energy Review Group,
my representation on the various bodies established
by NSDM 244 will be:
(1) I will attend the IERG under your
chairmanship.
(2) As representative on the Working Group
for the IERG, to be chaired by Mr. Cooper, your Deputy
for International Economic Affairs, Mr. James H.
Critchfield, National Intelligence Officer for Energy,
will serve.
Mr. Critchfield will also serve on the
IERG subcorrfmittee on policy implementation and
operations which will be chaired by Mr. Donaldson, the
Under Secretary of State for Security Assistance.
(4) In participating in the endeavors of
both Mr. Cooper's Working Group and Under Secretary
Donaldson's subcommittee, Mr. Critchfield will be
assisted byl of the Agency's Office
of Economic Research, who will also serve as Mr.

Critchfield's alternate, should meetings of either
group be called at a time when it is impossible for
