SUBJECT: Congressional Staff Special Access Approvals

1. In order to clarify the policy regarding sensitive
compartmented information (SCI) access approvals for congressional
staff personnel, I have been asked to circulate the following
guidance:
a. SCI access approvals will be granted to
staff members of committees of both houses as required.
b. SCI access will not be approved for members
of personal staffs of individual senators or congressmen.
c. Requests for SCI access; approvals for congres-
sional committee staff members will be submitted through
the Office of Legislative Counsel, CIA.
d. Indoctrinations of congressional staff personnel
will be performed by the Special.Security Center, CIA.

your Agency will be appreciated.
