June 30, 1975, no military assistance shall be furnished by the
United States to Vietnam directly or through any other foreign country
unless that assistance is authorized under this Act or the Foreign
Military Sales Act. "

2. Called Paul Hoff, Legislative Counsel
to the Subcommittee on Reorganization, Research and International Organizations,
nate Committee on Government Operations, about S. 260, the Government
in the Sunshine Act. Hoff said that further action on the bill was unlikely this
session, but he was sure the Subcommittee would report the bill in the next
Congress. I told him we had problems with some sections and he invited us
to submit our comments to the Subcommittee. See Memorandum for the Record.
3. I I Called Anthony Kochanek, State Department,

oncerns over the proposed State response to Senator
W. Fu,lbright (D., Ark.) on the Abourezk amendment (restricting covert
actions) to S14, Foreign Assistance Act. Kochanek said State was attempting
to get off the hook for a letter since the amendment had already been defeated.
In case they are unsuccessful, I raised the problem with Kochanek and he
volunteered to clear a final letter with me if one was required.
4. Received a call from Frank Fortune,
Coordinator, Subcommittee on Investigations, House Post Office and Civil
Service Committee, requesting,' for Chairman Thaddeus J. Dulski's :(D.,, N.X1
personal use., information on the current Polish Government in Exile in
London with particular attention to their handling of funds collected.
