There were no FOOD FAIR missions during the period. 6. South China/North Vietnam requirements as follows: a. Coverage of Lines of Communications (LOC) pertinent to the introduction of Chinese forces into North Vietnam (see COMOR-D-25/207, 4 March 1966). The number of LOC priority targets in South China and North Vietnam remains at 352. For the period 3 March - 9 April 1969, no surveillance coverage was reported. (For that reason, there will not be a Tab A to these Minutes. ) b. Coverage of North Vietnam to detect the possible introduction or deployment of offensive missile systems (see COMOR-D-25/200, 23 May 1967, and COMIREX- D-25.3/2, 20 November 1967) is shown on the grid map at Tab 13 for the period 27 March - 2 April 1969. Six BUMPY ACTION missions flown during this time period and considered successful have not been recorded No SSM activity was observed. Report on Aircraft Activities- -Cuba II 7. The Acting Chairman, ICRS, distributed copies of the monthly report on CCRP satisfaction (see Tab D). He pointed out that it is significant that we now stand at the highest point of accomplishment since we have been keeping this over the past year. commented that this certainly speaks well for the NRO and the application of the software to the CCRP. He said that, if the CCRP is a meaningful thing, we should have some degree of security of where we stand from the intelligence standpoint as a result of coming so close to fulfillment of its requirements. Report from. Exploitation Research and Development Subcommittee 2. reminded COMIREX members that April starts the annual budget cycle. FY 1970 R&D programs are in the process of having the doors closed on them; it is time to reevaluate and project another year on the five-year program. He pointed out that, with the growing limitations on R&D funds, EXRAND will be able to accomplish even more this year than in the past. The greatest impact will be seen in greater joint purchasing arrangements after the R&D phase is completed, but there should also be some noticeable improvement in coordination prior to and during the R&D phase itself. 25X1 25X1 25X1 25X1 Approved For Approved F r Tease 2005/iQp1 . P79B0170U,p00800030003-9 25X1 COMIREX-M-68 25X1A 10 April 1969 Section IV (Action Items) Report byActing Chairman on COMIREX Action on Advance in Launch of Mission 1051 25X1 A 1. reminded members that at the special meeting held on 1 April 1969 COMIREX had reached tentative agreement on the question of whether or not the should fly on 25X1A Mission 1051 and was aware of some of the options which at that time were applicable to rescheduling 1051. Subsequent to the meeting, however, it was learned the earliest date 1051 could be launched was about 1 May and that consequently a decision to retain or conversely to remove the would have no effect on how soon that mission could be launched. Since the 303 Committee has authorized drone overflights of China and planning is proceeding for carrying out such flights, DIA felt that some procedures should be worked out for handling the product of such flights. or (ease 20 - 79B0170U000800030003-9 Commands were asked to develop some suitable tracks for drone overflights. These have now been received and are undergoing review frorn the standpoint of risk assessment and the like. Commands were also asked to send in information on targets of national interest and local theater interest. The target information is expected within the next week or so. 3? pointed out that the policy DIA is advocating is no different from that already approved in USIB-D-41. 17/41, 12 August 1964. 4. indicated that he felt that in the subject of the memorandum, and other places throughout the memorandum as appropriate, the area should be changed to read "South China" rather than China because that is the only authorization at this time. He said that he thought it was probably safe to assume that the same general patterns will be used as were in effect before the recent standdown. 25X1 25X1A 25X1A 5. In answer to a question from about ICRS 25X1A consideration, I Ianswered that agencies had been requested to prepare priority listings of targets within two hundred miles of the North Vietnam border for consideration by ICRS next week. With regard to handling instructions, COMIREX believed that classification and control should be retained as before even though it is not contemplated that the drones will be recovered requested to revise the DIA proposal to include specifying S3outh China and to amend the recommendation by dropping alternatives and simply retaining the recommendation that the policy for handling drone photography of China be the same as for U-2 photography.
