Hogan would appreciate if we could have someone standing by in the event of questions that he cannot handle. Mr. has been advised. 25X1A 2. I I land I spent three hours with 25X1A Senator Howard Baker who asked us to come over and discuss Watergate matters and give him a chance to review the sensitive supplement to our collection of Watergate material. I I Dave Cahn, Legislative Assistant to Congressman Angelo Roncallo, called concerning the Agency's report of 23 November 1973 on H. R. 4294 and H. R. 6364, Double Retirement Credit for Prisoners of War, and said that he was very pleased with our comments as it had pointed out certain deficiencies in the bill which he .had not realized existed, such as its failure to apply to "former employees. " He also recognized that the bill fell short of its mark since their principal objective was to permit a POW who wanted to retire early to do so, and not to grant a retirement bonus to those POW's who continue in Federal employment. He also observed that the POW issue did not have the political appeal it once had and this may well impair any movement on the legislation. I told him for our part we were pleased that he had included the CIA Retirement Act in legislation which would have so fundamentally changed the retirement service credit concept. 25X1A 25X1A 25X1A cc: O/DDCI Ex.
