The Nataoc.a Assembly has deliberated on and adopted a d< it law per.-
. taining to the prohibition from cultivation, flavoring, s:noki.n or taking,
purchase, sale and li o.iag in possession of opium or opium compound or
opium tailing, in., lulling morphine and heroin, in the Kingdom of Laos, the
provi,fiions of which are the following:
Articii 1; Absolute prohibition is imposed orc the cu3tivation of opium
poppy throughout th^ Kingdom of Lao&.
On a temporary basis, however, members of the tribes who,; native
villages are located in the mountains and jungles where fort t enerations
heretofore., opium poppy has been cultivated, and, those who have been
authorized to grow opium poppy may carry on this cultivation or smoke-
the opium grown and produced by themselves.
Authorization to grow opium poppy or to smoke opium thus produced shall
be issued by the Chao Khoueng to individuals whose age is over 40 years,
effective upon the promulgation of this Law,
The Provinr:ial Advisory Committee, under the chairmanship of the Chao
Khoueng, and the representatives of the Ministries of Public %Aealth, of
National Education and of Finance ahali fix the amount of tarp for the
cultivation of opium poppy in favor of the applicant as appropr iate,.
Article 2: Flavoring, posseasion, taking or smoking of opiur.-i and trans-
portation of opium or opium compound or opium tailing, inr'Iading morphine
and heroin, in the Kingdom of Laos are bsolutely prohibited.
