I wanted to be sure that you were aware of
this bill which, in effect, is a political move
by the three top Democrats of the House Post
Office and Civil Service Committee to make the
executive pay increase, etc. , effective from
August 1973 rather than deferring until
January 1974.
The dilemna is that if the pay increase
comes up on the floor in the Second Session
of the 93rd Congress (1974), it probably will
be voted down since that will be an election
year for the Members of Congress. The idea
behind this bill is to put greater time between
the increase and the election. It is doubtful
that the Administration would welcome this pay
increase earlier than planned and its possible
effect on Phase III of the price control plan.
What might bring the Administration around is:
(1) the crunch on executive pay, and (2) the dim
prospects for any raise in 1974 because of the
congressional election that year.
