1. I LIAISON Catherine Conway, of
Representative Robert :Lagomarsino's (It., Calif.) office, and Bill Miles,
of Representative William Alexander's (D., Ark.) office, called requesting AA
copies of Where's What. I told them that we only had one copy of the book
left, and we were placing it in the Library of Congress.
2. LIAISON Called Jack McDavitt, in
Representative L. A. Bafalis' (R., Fla.) office, in response to his request
for Where's What. I told him we were putting our only remaining copy in
the Library of Congress.
LEGISLATION Called Dan Spiegel,.

had not yet settled on a position, but that it appeared that TIEW was opposing
it because it would disrupt the already existing temporary commission on
biomedical and behavioral testing.

called Jim Michie, Senate Judiciary Subcommittee on
Administrative Practice and Procedure staff, and informed hire that
the following individuals were granted Secret clearances: William A.
Coates, Senator Strom Tharmond's (R., S. Car.), Minority Staff Counsel,
Senate Judiciary Subcommittee on Senate Labor and Public Welfare.
Subcommittee on Health; Donald Elisburg, Counsel', Senate Labor and
Public Welfare Subcommittee on Labor, and Nik Eden, Senate Labor
and Public Welfare Committee staff.
25X1 A I-- I NIO ME, OSR, and OSR, to a
25X1A briefing of Representatives Dav~d Obey (D,,, Wis.), Joseph Early
(D., Mass.), and Clarence Long (D., Md.) on the comparative military
capabilities of Isr ____r,yr?a and Emsrn which followed the briefing earlier
provided to the Special Subcommittee on Investigations of House International
Relations Committee. The members were impressed with the quality
of the briefing and the information imparted and agreed to abide by the
conditions to appropriate utilization of the briefing. Mr. Early pushed
for what our policy recommendations would be in view of the facts as
we know them and he was told that this was outside our sphere. Mr.
Long initially questioned why the material must be classified, as a

7. LIAISON In response to his query,
told Bill Hogan, Counsel, House Armed Services Committee, that the
Director's authority for classifying information arose from. his
statutory responsibility to protect intelligence sources and methods
and Executive Order 11652.

Foreign Relations Committee, called concerning reports in the press that
Mr. Colby was staying on for a while. Ile said if that was the case he
assumed Mr. Colby could appear before the Committee tomorrow as
previously scheduled. I told him the Director was at. the White House at
the moment meeting with the President and I would find out as soon as he
returns whether or not he is staying and if he can make the briefing. 1 -told
Holt I would call him back as soon as I find out,
Later in the day, I called I-Jolt and told him the. Director- would be
staying with the Agency until Ambassador Bush's confirmation and he would
be available for the briefing at 10:00 a. m. tomorrow. Holt: said he understood
the problems we have and would look forward to seeing us tomorrowv.
Larry Pezzullo, Congressional Relations, State Department, who wanted to
know if the Director was going to appear before the Senate Foreign Relations
Committee tomorrow on Africca I told him I didn't know at the n-moment;
that I was waiting for the Director to return from the White I-Douse. I said.
I would get back in touch with him.
Later, I informed Pezzullo that the Director would appear tomorrow.

.with the Kennedy Subcommittee on Administrative Practice and Procedure of
Senate Judiciary Committee, concerning the drug experimentation program,.
and the hearing coming up on Friday. lie said he hoped to be there. I asked
if Senator Thurmond would attend and Coates said. he would do his best to get
him there.
8. Chuck Snodgrass, House Appropriations
Committee staff, called and asked if there was any chance of his reading
some of the "proposals" that are "kicking around. " (Obviously referring
to the "Taylor Report'.). He said he would make no reference to the document
in any discussions, but would like to have it for his background inform ation.
I asked Snodgrass to pass a message to Ralph Preston, Staff Assistant,
of the Committee, that after talking with the President today, Mr. Colby was
asked to stay until Anzbassacl.or lush is confirmed and ntr. Colby agreed to do so.
