The Literature Research Division, Directorate of Soviet Affairs, whose company is under DCI-approved contract at to k to the amity's exploitation of foreign open literature. was brought over STAT by the Chairman of the Information ling Committee and has suite v sited us three times. He is soliciting contacts at each place he visits, and we have given him naves of people he might wish to see in other offices. His report, which we understand is due in a month or so, should therefore be based on a fairly broad general acquaintance with the principal Ca trinity offices concerned with the exploitation of foreign open literature, as well as with a number of users of those offices' prod- ucts. His findings concerning the Literature Research Division will presumably be-reflected in his report. Should you wish to send General Brown's memorandum to the DCI in the meantime, the following background information may help place it in perspective. (U) AFIS/INCF also manages a data base of Russian- and English-language materials, including 125 periodicals, four daily and three weekly Soviet newspapers, in excess of 3,500 Russian-language and 1,000 English-language . monographs, and numerous translations. The Division is manned by five highly-qualified linguists, three of whom possess native fluency in Russian. In addition to managing the translation, editing, and publishing process, division personnel monitor and analyze all acquisitions to glean information useful to the publication programs, but more importantly, identify items of interest to analysts assigned to the Directorate's other two divisions. 5. (U) A limited computer-generated retrieval system, sorted by author, title, subject, or keyword, is also available. This capability will be expanded and updated as manpower becomes available. Also, the division receives excellent support from linguists assigned to the AFIS Reserve Affairs Directorate. 6. (U) The Literature Research Division provides an ad hoc resource capable of analyzing open-source materials in support of the Directorate of Soviet Affairs, the Air Staff, and other government agencies, as required. The division routinely supports USAF representatives preparing Presidential Review Memoranda, National Intelligence -Estimates, Inter-Agency Intelligence Memoranda, and similar reports and-studies.
