Dear Captain Furnas:
Subsequent to our initial correspondence regarding the
possible assignment of DIS Postgraduate Intelligence Course
(PGIC) graduates to the Intelligence Community Staff, there
have been a number of developments which I am passing along
to you. Service detailers from Army and Navy (we missed
seeing the Air Force detailers from Randolph) were invited
to the Staff for general exploration of the subject and a briefing
on our mission and functions. Both service representatives
indicated that (1) detailing of PGIC graduates to the IC Staff
would have to follow existing procedures, i. e., they would be
run against military billets allocated to the Staff; and (2) in
their opinion the Staff would gain more from the assignment
of proven, experienced officers. They stated a preference
for the latter since IC Staff billets are considered to be career-
enhancing for upper middle and senior grade officers.

Although there is validity in the practice of assigning
seasoned personnel to IC billets, we continue to feel that
assignment of one or two PGIC graduates to the IC Staff could
be beneficial to both the Staff and graduate officer. However,
we have taken on a full personnel complement for this year
and there are no spaces for POIC graduates this summer.
In the summer of L75 there will be a military personnel turn-

I have asked that Captain J. E. Wise, Jr. , USN, keep in
touch with Dr. Bob Plumb of your Staff when we have a clearer
picture of our 1975 personnel situation.
