performance during the interim assignment is prepared in
anvance o the previously scheduled completion date--10 February 1978--
in order to expedite the permanent assignment Ito the STAT
Office of Legislative Counsel.
Z. (C) The fact that) performance during the past two STAT
months in this interim assignment afforded the necessary basis on which the
Legislative Counsel determined he possessed the skills and intellect necessary
to become a successful officer in this office is, in the view of the under-
signed, an timony to his professional abilities. During this
period as consistently met the rigorous demands imposed on,
his legal reasoning and writing abilities. He has performed exceptionally
well a number of important tasks for the Legislation Staff, most significantly
working with the undersigned in developing views and positions on issues
relating to intelligence charter legislation, a matter with which the
Congress and the Intelligence Conb-;unity will be devoting increasing efforts
in the coming months. In the course of this work, as had STAT
the opportunity to meet and discuss a wide variety s pertaining
to the Intelligence Corn.unity and this Agency's functions with officers
from other components in the Agency, the Intelligence Community Staff and
the House intelligence oversight committees. In all instances,
