ICES. 40;' IN TIIE IIOUSE OF REPRESENTATIVES JANUARY 17, 1955 Mr. SHEEHAN submitted the following concurrent resolution ; which was referr;?d to the Committee on Rules CONCURRENT RESOLUTION 1 Resolved by the House o f Representatives (the Senate 2 concurring), That there is hereby established a Joint Com- 3 mittee on Intelligence Matters to be composed of nine Hem- 4 bees of the Senate to be appointed by the President of the 5 Senate, and nine Members of the IIouse of Representative, 6 to be appointed by the Speaker of the House of Repreenti..- 7 tives. In each instance not more than five Members sha a 8 be members of the same political party. SEC. 2. The joint committee shall make continuing; 10 studies of the intelligence activities and problems relating t _~ 11 the gathering of intelligence affecting the national securit 12 and of its coordination and utilization by the various deparl- Approved For Release 2005/06/29 : CIA-RDP71 B00364R000600030012-6 Approved For Release 2005/06/29 : CIA-RDP71 B00364R000600030012-6 2 1 ments, agencies, and instrumentalities of the Government. 2 The Central Intelligence Agency and related intelligence 3 services shall keep the joint committee fully and currently 4 informed with respect to their activities. All bills, resolu- 5 tions, and other matters in the Senate or the House of Repre- sentatives relating primarily to the Central Intelligence 7 Agency and related intelligence services shall be referred 8 to the joint committee. The members of the joint committee 9 who are Members of the Senate shall from time to time 10 report to the Senate, and the members of the joint corn m.ittee 11 who are Members of the House of Representatives shall 12 from time to time report to the House, by bill or otherwise, 13 their recommendations with respect to matters within the 14 jurisdiction of their respective Houses which are (1) referred 15 to the joint committee or (2) otherwise within the juris- diction of the joint committee. 17 SEC. 3. Vacancies in the membership of the joint com- 18 mittee shall. not affect the power of the remaining members 19 to execute the functions of the joint committee, and shall 20 be filled in the same manner as in the case of the original 21 selection. The joint committee shall. select a chairman and 22 a vice chairman from among its members. 23 SEC. 4. The joint committee, or any duly authorized 24 subcommittee thereof is authorized to hold such hearings, Approved For Release 2005/06/29 : CIA-RDP71 B00364R000600030012-6 Approved For Release 2005/06/29 : CIA-RDP71 B00364R000600030012-6 3 1 to sit and act at such places and times, to require, by sub- 2 pena or otherwise, the attendance of such witnesses and the 3 production of such books, papers, and documents, to ad- 4 minister such oaths, to take such testimony, to procure s:icli 5 printing and binding, and to make such expenditures a: it 6 deems advisable. The cost of stenographic services to report 7 such hearings shall not be in excess of 25, cents per hund red 8 words. 9 SEC. 5. The joint committee is empowered to appoitit 10 such experts, consultants, technicians, and clerical mid 11 stenographic assistants as it deems necessary and advisable. 12 The committee is authorized to utilize the services, informa- 13 tion, facilities, and personnel of the departments and est_ib- 14 lishments of the Government. 15 SEC. 6. The expenses of the joint committee, which shall 16 not exceed $ per year, shall be paid one-half fr m 17 the contingent fund of the Senate and one-half from the 18 contingent fund of the House of Representatives upon 19 vouchers signed by the chairman. Disbursements to jay 20 such expenses shall be made by the Secretary of the Senate 21 out of the contingent fund of the Senate, such contingent 22 fund to be reimbursed from the contingent fund of the House 23 of Representatives in the amount of one-half of the dis- 24 bursement so made.
