REFERENCE: Memorandum OXC-0017-68, Same Subject, 5 Febru-
ary 1968.
1. This office concurs with recommendation in paragraph
5, referenced memorandum.

2. SCOPE COTTON Decision No. 19 notes extension of Air-
craft 124 (Trainer) beyond 15 April 1968 would be considered by
D/NRO provided the training plan contributes significantly
to the OXCART Program. We feel the Deputy for Operations has
worked up a realistic, supportable projection of pilot training
requirements through 31 May 1968.
3. Recommend memorandum to D/NRO be submitted for retention
of Aircraft 124 through 31 May 1968. In this connection, suggest
the statistical data and narrative comments in the referenced
memorandum be reflected "in toto" as substantiation to the re-
clama.
