The Commission does not collect personnel data from the District of Columbia Government. Employment figures represent the number of full- and part-time persons who occupied civilian positions on the last day of the calendar month and intermittents who worked at any time during the month, and who are paid for personal services rendered for the Federal Government, regard- less of the nature of appointment or method of payment. Within the report, employment is pre- sented in the following three categories: 1. Full-time employees - those employees who are regularly scheduled to work the number of hours and days required by the administrative work-week for their employment group or class. (Most full-time employees have an administrative work-week of 5 days of 8 hours each.) Such employees may occupy either of two types of positions: . a. Permanent Position - one which has been established without time limit, or for a period of a year or more, or which, in any event, has been occupied for a'year or more (regardless of the intent when it was established). b. TTeemporar position - one which has been established for a limited period of less than a year and which has not been occupied for more than a year. 2. Part-time employees - those employees who are regularly employed on a pre-scheduled tour of duty which is less than the specified hours or days of work for full-time employees in the same group or class. 3. Intermittent employees - those employees who are employed on an irregular or occasional basis, wig th Tiours or days of work not on a prearranged schedule, and with compensation only for the time actually employed or for services actually rendered. Effective with data as of July 1971, agencies with personnel ceilings of less than 2,500 employees are required to report only their total number of employees, the number of personnel in full-time permanent positions, and their total payrolls. (Employees in these agencies account for less than 1% of the Federal workforce.) Consequently, tables which show employment by work schedule or occupational type may not add to totals. For further details see FPM Letter No. 291-7, "Reporting Reduction for the Smaller Agencies", dated April 5, 1971. Effective with March 1970, disadvantaged youth exempted from personnel ceilings under the.Stay- in-School Campaign (Schedule A, excepted authority 213.3102(w), and the Summer Aid Program (authority 213.3102(v), May 13 through September 30) are excluded from employment, payroll, accession, and separation figures. Effective October 1970, Public Service Career new hire employees are excluded from employment counts. Payrolls - include all payments for personal services rendered during the calendar month and payments for accumulated annual leave of employees who separate from the service. Since most Federal employees are paid on a bi-weekly basis, the calendar month earnings are partially estimated on the basis of the number of work days in each month where payroll periods overlap consecutive months. Monthly payroll totals fluctuate in amount because the number of work days in each month varies from 20 to 23 days. Holidays may be disregarded since Federal employees are paid for the nine national holidays on which they do not work. Payroll figures exclude Youth Program and Public Service Career (new hires) personnel. Where figures are expressed in thousands, each is rounded independently and not forced to add to rounded totals. All figures are subject to revision. NOTE: In Table 1, United States employment coverage includes the fifty states and the Washington, D. C. Standard Metropolitan Statistical Area (SMSA). The Washington, D. C. Approved For Release 2005/01/05 : GIA-RDP74B00415R000600110003-7 Approved For Release 2005/01/05 : CIA-RDP74B00415R000600110003-7 MONTHLY RELEASE OF FEDERAL CIVILIAN STATISTICS ANALYSIS - FEBRUARY 1972 Executive, Legislative, and Judicial Branches Total Federal civilian employment was relatively unchanged at 2,841,536 on February 29, 1972. The gain of 2,095 employees resulted from an increase of 6,052 at Treasury, most of which occurred at the Internal Revenue Service where temporary employees were added to aid the processing of 1971 Tax returns. This increase was countered by losses in Defense (-1,962), Agriculture (-1,182) and the U. S. Postal Service (-1,722). All of the changes mentioned above were in the Executive Branch, where there are 2,801,684 employees. Of these, 2,550,982 (91%) are in the full-time permanet category, as compared with 2,552,081 the previous month, reflecting a loss of 1,099. Both the Legislative and Judicial Branches remained fairly stable during the month, showing changes of (-146) and (+53), for totals of 31,604 and 8,248, respectively. United States The total number of Federally employed citizens in the United States was 2,655,865, an increase of 2,060 from January. Full-time employment in all agencies except Treasury dropped 702 during the month. Including Treasury, total full-time employment was 2,529,639, an increase of 4,132. Washington, D.C., Metropolitan Area Total employment in.the Washington, D.C. metropolitan area increased by 219 to 322,939. Full-time employment dropped 186 to 294,772, and accounts for some 91% of the total workforce. Part-time and intermittent employment totaled 7,519 (in agencies with 2,500 or more employees). Offsetting changes in overseas employment accounted for a net gain of 35--bringing the total to 185,671. Employment in foreign countries decreased by 451 to 129,664 while territorial employment increased by 486 to 56,007. The total increase in overseas employment was made up entirely of citizens as there were 359 citizens added compared to 314 non-citizens dropped from the rolls. Payrolls Total payroll for the month of February was $2,564,457,104. Of this total, $2,462,874,515 was paid to employees in the U. S. and $366,242,043 to employees in the Washington, D.C. area. Approved For Release 2005/01/05 : `CIA-RDP74B00415R000600110003-7 Approved For Release 2005/01/05 : CIA-RDP74B00415R000600110003-7 FEDERAL CIVILIAN EMPLOYMENT AND TURNOVER ANALYSIS - DECEMBER 1971 All Areas Federal civilian employment in all areas totaled 2,840,166 in December 1971. This figure excludes some 31,000 temporary assistants hired by the U. S. Postal Service. Agencies reported 3,573 fewer employees on their rolls, as compared with the previous month. There were 36,108 accessions and 33,353 separations reported during the month. Temporary postal assistants are excluded from these, and the remaining figures of this narrative because they are exclusively seasonal employees, and do not give an accurate representation of turnover trends. United States At the end of calendar year 1971, there were 2,653,215 federally employed citizens, 2,187 less than in November. Accessions totaled 33,615 for a rate of approximately 1.3%, while separations numbered 29,906, occuring at a rate of 1.2%. During calendar year 1971 (except for June and July when students and other temporary employees swell the figures), accession rates have remained relatively stable in a range of 1.1% to 1.6%. Separations have fluctuated from 1.1% to 2.4%, with most of the higher rates falling in the last six months of the year. Washington, D.C., Metropolitan Area Reflecting the national trend, employment in the Nation's Capital dropped 166 to 322,969 during the month of December. Accessions (3,363) and separations (2,722) occurred at rates of about 12 and 9 per 1,000, respectively. Overseas Employment overseas totaled 186,951 for December 1971. This reflects a loss of 1,386 from November 1971 and 22,912 from December 1970. Of a total of 5,940 personnel changes in foreign countries and territories, 2,493 (42%) were accessions and 3,447 (58%) were separations. In the U. S. territories, accessions numbered 439 for a rate of .8% while separations totaled 496 for a rate of .9%. Foreign country accessions (1.5%) and separations (2.7%) totaled 2,054 and 2,951, respectively. Table 15 shows accessions of handicapped persons as a percent of each agency's total accessions. (This table excludes agencies with under 2,500 employees.) In 1971, total accessions fell 203,809 from 1970. However, the number of physically handicapped persons appointed increased 572 over the previous year, a jump of 7.7%. The Department of the Air Force was the leader in this area both in number hired (2,700) and in percentage of total accessions (6.87). The total number of handicapped persons hired in the United States in 1971 was 494,173. The percent of total handicapped hired was 1.62 for 1971 as compared to 1.07 for 1970, when 697,982 were hired.
