2. Mr. Hyde, of the legislature staff of the Bureau of the fi -t-jet,
informs me that in the Bureau's opinion legislation to establish a cint
Congressional Committee on the Budget will not be favorably cons cered
by the House this year. The House Appropriations Committee is _r-own
to oppose such legislation. In addition, Mr. Hyde feels that if suc I legis
lation were to pass the Congress t would be Vtoed by the Preside ;t.
