Reorganization of the United States Intelligence Board The Chairman noted that for about three years a reorganization of the membership of the United States Intelligence Board (USIB) has been under consideration. He explained that the initial recommendation on this subject had been made by a Joint Study Group headed by Mr. Kirkpatrick of CIA, which had studied the organization of the intelligence community. This group had also made a recommendation which led to the establishment of the Defense Intelligence Agency (DIA). These recommendations were originally approved by President Eisenhower and the National Security Council in January of 1961, and were subsequently reaffirmed by President Kennedy. The reorganization of USIB, however, had been delayed at the request of the Secretary of Defense who, while wanting it accomplished, felt that it should not be put into effect until DIA production and other capabili- ties had been developed sufficiently to insure that all Department of Defense (DOD) intelligence resources could be coordinated in support of USIB responsibilities. Mr. McCone stated that on 21 December 1963, after discussions with the Secretary of Defense and others, and at the request of the Secretary of Defense, he had recommended to the President a reorgnization of the Board membership. On 5 February 1964, the DCI received a memorandum from Mr. McGeorge Bundy stating that the President had approved the reorganization of USIB and directed that its composition be as follows: Director of Central Intelligence, Chairman Deputy Ltrector of Central Intelligence Director" of Intelligence and Research, Department of State Director, Defense Intelligence Agency Director, National Security Agency A representative of the Atomic Energy Commission A representative of the Director of the Federal Bureau of Investigation Approved For Release 2005/03SEig,& R 82R00025R000400060010-5 Approved For Release 2005/OISCZR&EP82R00025R000400060010-5 USIB -M-315 4 March 1964 The DCI was also authorized to effect changes in existing directives necessary to implement this reorganization. The Chairman said that, after discussions with General Carroll, it was thought necessary to take time to make appropriate arrangements for this reorganization. Since these arrangements have now been worked out by- agreement with the Director, DIA after he had consulted with the Military Departmental Intelligence Chiefs, the reorganization of the USIB membership was being put into effect as of the close of this meeting. Mr. McCone stated that he wished to emphasize the following points with respect to these arrangements: a. The service intelligence chiefs would be welcomed at USIB meetings as often as they feel the desire to attend. b. The service intelligence chiefs would have access to drafts of National Intelligence Estimates and similar USIB papers so that their views might be reflected in the DOD contributions thereto. If a service intelligence chief dissents from such estimates or other papers, he should present his divergent views to the USIB and to the Board of National Estimates. Mr. McCone said that he wished to stress that the service intelligence chiefs were privileged and welcome (in fact he felt it was their duty) to present such views. c. Regarding the USIB committee structure, no changes will be made immediately, but this matter is being reviewed on a committee by committee basis. If changes are in order, they can be made subsequently. General Carroll said that the above statements by the Chairman summed up the understanding which had been reached in an exchange of correspondence between the DCI and the Director, DIA.
