1. JRC should not serve in dual capacity - serving two masters.
2. Establish a Program E which would include all a/c overflts under control of
the military just as Program B includes all assigned to CIA. This wld be responsibility
of JCS and Chairman of JRC could be Director of Program E.
3. CIA Program B and. DOD overflight programs do have operationally experienced
personnel -- perhaps NRO Staff is lacking.
4. D/0 of NRO Staff cannot set targets -- -that is COMOR-USIB prerogative.
D/0 of NRO Staff should not prepare plans to be submitted. to SG -- this should
be Director Program B's prerogative.
