NOTE TO EDITORS: USE PM's Thursday, June 13.
All federal agencies today will receive the enclosed questionnaire from
the Foreign Operations and Government Information Subcommittee, headed by
Congressman John E. Moss. The questionnaire is part of the Subcommittee's
study of the efficiency and economy of the government's use of polygraphs
and other so-called "lie detection" devices. The study was assigned to
the Subcommittee by Congressman William L. Dawson, Chairman of the House
Government Operations Committee.
The questionnaire specifically inquires into the manner, extent,
and costs of polygraph usage, the qualifications and training of polygraph
operators, and whether the rights of individuals taking such tests are
safeguarded.
According to the Library of Congress, there has been no prior study,
either by government or private sources, of this particular subject. The
inquiry was proposed by Congressman Cornelius E. Gallagher (D., N.J.).
Prompt response from the agencies concerned should permit the Sub-
committee to complete the survey before adjournment of the current ses-
