1. Con.wtruction of a nor., f is:il.:ity at the port of
Berbera in Somalia was begun by the (soviet':; in the
last half of 1973. It was not unti:t. Oanuar\' 1.975, that
we were able to identify the project(-. as a missile
handling facility. The installation could be completed
by thcel middle of this year.
2. We believe the facility is pa: imar i.1.y intended
as a cruise ntissilc handling and storage facility to
support Soviet naval operations in the Indian Ocean.

facilities in the area, it prob;'laly will be uscd as a
genera:t, wearlons storage area as well. As ?a secondary
role, the facility could handle surface-to-air missiles
or torpedoes. It also could handle and. store coastal
defense ant:Lship cruise missiles, but there are. no i,n'?
