SUBJECT: President's Private Sector Survey on Cost Control
(Grace Commission)
REFERENCE: Memo for Multiple Adses from C/IMSS/OL, dated
6/18/84, same subject (OL 4118-84)
1. Thank you for the opportunity to again review the
subject. Many of our comments on recommendations are really
not suitable for our unilateral action by CIA since they deal
with implementation that must occur through the Office of
Federal Procurement Policy, Department of Labor, or other
government entities.
2. PROC 19-1 and 19-2 are items that we could move
forward on:
a. PROC 19-1 would involve establishing performance
criteria which would be worked into the performance
evaluation procedure for our contracting officers. They
would be rewarded or punished for their action in making
awards to known poor performers or failing to take
remedial action on their contracts when circumstances
justify such action.
b. PROC 19-2, which would establish information
systems on vendor performance is pretty much in place in
our CONIF records. currently has a project
underway with our urban fellow which might indicate a
necessity to enhance or expand our information system on
vendor performance.

3. Labor 11-1 deals with our placement of procurement
activities under the direct supervision of a single Agency.
While this recommendation was for the Department of Labor, our
comment was that we should concur and should adopt the
recommendation ourselves by doing away with the duel
delegation of procurement authority. While this is a
desirable objective, the Director of Logistics has only
recently discussed this matter with the Deputy Director for
Science and Technology, with little encouragement to implement.
