SUBJECT: Revisions to Procedures Implementing
Executive Order 12036
1. In response to the request for assistance in making
revisions to procedures required by Executive Order 12036,
the Supply Division would like to offer the following comments:
a. Since the D/L has yet to delegate authority to
approve covert procurement actions under E.O. 12036,
it is the assumption of SD that we are not operating
under the approved procedures at the present time.
b. The attached memoranda outline areas of concern
to the Division.
c. The main problem appears to be one of inter-
pretation, and we would appreciate receiving written
guidance and direction from counsel in this regard.
