SUBJECT Intelligence Requirements re the Horn of Africa
1. The Intelligence Community is engaged in a review and restatement
of intelligence requirements on Ethiopia and Somalia, with a view to
assisting in the development of more effective collection strategies.
I am attaching a first cut at this, and solicit your comments and sugges-
tions. I would appreciate a response by 12 August.
