CIA Senior Intelligence Officer Responsibilities (U) 1. Action Requested: As CIA Senior Intelligence Officer your decision is requested on empowering Director, NFAC, to act in your name in Agency implementation of TALENT-KEYHOLE and. Signals Intelli- gence compartmentation policy. A recommendation is in paragraph S. (S/TK/000) 2. Background: Up to now predecessor DDI's, NFAC directors and I have perf ned the Agency SIO role of intelligence product compart- mentation manager. The head of the intelligence production directorate for a variety of reasons has been judged to be in the. best position to administer the two control systems: NFAC is the principal consumer of imagery and SIGINT and is directly involved in the substantive exchange with intelligence producers in Intelligence. Commiuni or anizations and in CQ,mmonwealth and other countries. We are responsible for providing national intelligence end product to consumers around the world, at various classification and control levels. We provide SI and TK policy support to the DCI and the DDCI, including Agency representation an the DCI collection and production committees. Finally, D/NTFAC is the DDCI's alternate at NFIIB, where questions involving compartment access frequently arise. (S/TK/CCO) 3. These facts notwithstanding, it has 'long been recognized- 25X1 was a manifestation--that greater standardization and tmiformity t needed in the product compartments. In this spirit our representatives working on the development of new Signals Intelligence Security Regulations (SISR) agreed with their Community counterparts: a) that an organization's chief implementer in the SI world, as in TK, should be designated SIO, vice Proper. Part 2 of the SISR, which defines the SIO as Board Member, has been reviewed and accepted by NFIB. Thus the DDCI clearly is designated CIA SIO in SI co-npartnentation. (S/TIC/CC0) 4. I believe that the DDCI, our Board Member, should be recognized as CIA SIO in imagery compartmentation as well. Subject to your approval, I will insure that the next iteration of the draft imagery policy manual reflects this change. Consistent with the assignment of responsibility in the SI world and the practice in other organizations, this designation would facilitate communication and decisionmaking with counterparts throughout the Community and insure authoritative direction in the implementation of imagery control policy and procedures.. At the same time, in view of the considerations in paragraph 2, 1 believe you should empower D/NFAC to act in. your name in the day- to-day management of the product compartments in the Agency. Under this arrangement I would further delegate specific security and control responsibilities to officials at directorate levels in Headquarters and in the field, as at present. I would continue to coordinate closely with the other directorates wherever their interests are concerned, partic- ularl 6.'
