[Abst ract) The complex and planned exploration of the trans-Caspian region was
begun in the early 1920s when expeditions were organized to explore sulfur deposits
in the Karakum area. As a result of this work a sulfur-p~ducing plant was organized.
Other expeditions were organized by the ~icademy of Sciences US5R to study flo ra and
fauna of Turkmenia. The development of the economy and science, Sncluding zoological
science, became particularly rapid after Turkmenia was transfozmed into the Turkmen
S:;R in 1924. A Commissariat of Health of Turkmenia was organized, contact with the
Zoological Museum of the Academy of Sciences USSR was established, and a number of
scientiric expeditions to study fauna, particula sly ticks and insects, were organized
by the latter,
The rapidity with which zoological science developed in Turkmen SSR can be
fudged from the fact that during the initial years of Soviet rule the republic had
one zoological establishment manned by 2-3 zoologists; it now has 18 higher scien-

to the study of Turkmenian fauna 1s being carried by the Jnatitute of Zoology of the
Turkmen Academy of Sciences, Turkmen State University imer~- A. M. Oor+kiy, the
Turkmen Agricultural Institute imeni M. I. Kalinin, and other specialized institutes.
Thanks to the wide network of zoological establishments the fauna of the republic
has been thoroughly studied with the results of tF~e studies recorded in a number of
published works. Of particular interest was the development of a method of propaga-
tion of herbivora fish and their use for the melioration of water reservoirs, Im-
portant tasks, such as the control of plant pests, cotton pests in particular, control
of termites, and development of biological means of control of the insects are con-
fronting the entimologists and zooligists. In all of the zoological activities of
the Turkmen soientista the Academy of Sciences USSR played an important role,

f. Text] The Ministry of Health USSR and the Executive Committee of tha Red Cross and
Red Crescent USSR have approved means for the institution of public sanitary inspec-
tors in the existing sanita ry control.
The existing working practice of the sanitary :pidemiological services of the
Ministries of the Health of the Soviet Republics indicate that public sanita ry inspec-
tors render a truly significant practical assistance to the sanitary-epidemiological
stations in conducting preventive and sanitary-ameliorative measures.
At the present stage, in view with the plans for an increase level of state
sanitary control, it is highly important that further development be assured of the
democratic principles in the activity of the sanitary-epidemiological service. This
is of the highest importance in the solution of such important problems as the sani-
tary protection of the external natural environment, antiepidemic measures, improve-
ments in the working conditions of the workers, as well as improvements in the sani-
tary state of public nutrition and trade enterprises.

[Text) With the advent of lasers the scienco of optics underwent considerable
changes, It xas found that almost al~ laws of optics are approximate and are valid
only at small light intensity. Thus, since Newton who discovered the law of light
decomposition, it was considered that only a sunbeam which passes through a prism
is refracted into its component parts. If, however, the Iight of a definite wave,
for exam,:le, a blue ons passed through it, no rainbow appeared and at the exit the
color was the same,
The new effect of light scattering was discovered by scientists D. I. Klyshko,
V. V. Fadeyev, and 0. N. Chunayev of Moscow State University and by A. A. Grinbeg,
N. I. Kramer, S. M. Ryvkin, N. M. Ptshman, and I. D. Yaroshetskiy, of the Physico-
technical Institute of the USSR Academy of Sciences (Leningrad). This discovery was
registered on 19 September by the State Committee for Inventions and Discoveries of
the USSR bouncil oi' Ministers.

The scientists have eRtablished that if a laser ray of a definite color strikes
the transparent bodies, for example, crystals, then 3t the exit one may record a
whole range of most diverse light waves: from visible waves to infrared ones and
even radio-range waves, Whereupon they emerge conically, each at its own angle,
xhich is contrary to the classical law that "the angle of incidence is equal to the
angle of reflection,? A turn of the crystal alters the distribution of colors. The
same effect have fluctuations of temperature any the influence of the electric field.
The color cone will be likewise different for ~ 3tals with a different structure,
For all diversity of optical effects, this is actually caused by a ,;ingle physi-
cal process. Any transparent medium. under the effect of the light that atrikes it,
begins to radiate its natural oscillations: the electrons become as though excited,
and reradiate the received energy. If their oscillations take place in time with the
wave that arrives, the frequency changes little. Ard this was difficult to discover,
This is the case when the wave energy is _omparatively low, But at very strong
signa~s, including laser signals, the electrons become engaged in a "creative work"
--tht~y generate their own radiation of a different intensity or frequency,

One of the most important aspects of the application of the phenomenon being
discovered is the enhancement of the effectiveness of lasers with changeover fre-
quency, Their hide-scale use in the most diverse fields of science and national
economy wculd be i~^possible if man would not learn to change the frequency of their
radiations. To understand this. it is sufficient to imaginz what would be the state
of radio engineering if radio transmitters had to operate using but a few frequencies.
As a matter of fact, lasers too, started to work with the use of rtgidly determined
frequencies. A wide range of their application has become possible thanks to the
changeover of frequencies.
In all this the discovered phenomenon plays a great role inasmuch as in the
laser devices the crystals are being used as specific regulators.

(Abstract] Any important discovery or invention in the sphere of science, and par-
ticularly in the sphere of medical sciences, is rarely an achievement of a single
individual. For the most part it is preceded by intensive research activities and
efforts of many individuals and in some cases even generations of scientists, accumu-
lation of facts obtained in experiments ;nd observations, and a:ialysis and grouping
of facts. In this respect it may be said that the final discovery is a result of
cooperative efforts, although this does not mean that the scientist who makes the
discovery is to be denied cred'.t for his achievement. However, the scientist in the
course of his work on his prot~sct is ever in need of discussion and exchange o:
opinion with regard to his work, and must seek the advice, suggestions, and criticism
of other scientists some whom may be engaged in the search for Lhe same obtective,
Publication, whether in the form of a lecture, report presented at a conference,
article, or monograph is the best and most dependable method of communicat'~n between

Abstract: The directives of the 24th CPSU Conference for the 1971-1975 five-year
national economic plan specify an increase in patent activity and patent information.
`i'he goal of foreign patent activity is additional economic gain through establishing
sound prices for the patented items or sale of the right to production of the item.
The inventors responsibility for his work must be firmly established. Examples of
foreign patents Tor medical apparatus are given. It is shown that the work involved
in applying for the patents through the appropriate organization should be expedited.
Some problems of foreign patents are enumerated. For example, past inventions have
been changed slightly and manufactured in foreign countries with a complete loss of
patent rights for the inventor. Patents for parts of anesthetic devices were not
profitable because they were lesser parts of a larger apparatus. Recently devices
for electrosleep and electronarcosis have drawn the attention of foreign markets.
Here patent rights have been successfully established. Other successes in medical
technology are surgical suturing devices and prostheses with bioelectric control.

and the Revolution in Modern Societies," was held in Toronto, Canada. Such problems
as the social aspects of the scientific-technical revolution, role of sociology in
modern society, and demographic processes and ecological changes taking place in
modern society were discussed. The treatment of these problems depended on the
Ylorld outlook of the delegates with the Marzists stressing the Marxist point of view.
Considerable time was given to the discussion of the importance of human physical
and mental health to the efficient and moat beneficia 1 operations of a social order,
and that medicine and psychiatry therefore must be socially oriented, for the scien-
tific-technical revolution which has transformed science and technology into produc-
Uive forces is making ever greater demands on human inner resources. The availability
of medical assistance and human health in totality are expressions of the character

Two points of view were expressed in discussions concerni~~g the ecology problem:
the Marxist which contends that human interests, health, and well-being can beat be
served by the radical transformation of a social orde r, and the bourgeois scientists
maintaining the ecology problem can beat be solved by !:he adoption of technical,
technological, and sancta ry measures. It was the Ma racist contention that science
itself provides the possibility for the solution of the ecology problem, but that
its application for mazimum results is possible only under conditions of 3ocialiam.
The demographic problem was also discussed from two positions, with the Marxists
maintaining that the demographic policy of a state is a part of the status general
policy, and that the separation of demographic procea sea from social conditions as
practiced in capitalist countries is characteristic o f the classical Malthualan
philosophy. They denied the Neste m allegations that the Soviet Union always, re-
gardless of conditions, advocated a high birth rate, and criticized the scientists
of the West who spoke of a coming demographic inundation, without taking into con-
sideration the possible future changes in the economic, social, and ideological modes
of life. A working scientific group to deal with the problem of "Society and Human
Health," was organized, with a Soviet scientist as its head.

[Text) A meeting of the Commission for the Epidemiology of Malignant Tumors of the
USSR Academy of Medical Sciences, which elided on 16 October 1974 in Tallin, was de-
voted to the problems of epidemiology of the cancer of the mammary gland.
It is not by mere cha~.ce that thz capital of our Republic was chosen as a place
to hold this Session. For eight years specialists of the Institute of Experimental
and Clinical Medicine of the Estonian Ministry of Health have been coordinating the
research in this problem of the scientists of the entire country. Here are being
generalized the results of the work of many of the largest scientific centers and .
are being worked out common methods for the early diagnosis and prophylaxis of this
disease,
The results of this activity received a positive appraisal from the members of
this Commission, whose meeting was headed by its chairman and chief oncologist of
the USSR Ministry of Health Prof A, Chaklin, It was decided that the works discussed
will form the foundation of the proposals on the Soviet part in a discussion of the
methods far point researches by the scientists of the USSR and the United States,
which are contemplated by a recently signed agreement on the cooperation of
oncologists of the two countries,

(Text] The Pirst All-Union Congress of Nephr~logists began ito work in Minsk yester-
day. About 600 people--soientists, public health organizers, pract~.cing physicians
from different cities of the Soviet Union, and soientists from a number of foreign
countries are taking part in the work of the oonference.
Problems cot.nected with the organization of nephrologioaY service and perspec-
tives for ite improvement were discussed by the partioipanta in the conf~renae on
the first day. Reports concerning experience gained with respect to out-patients
service and the rendering of assistance to nephrologi0al patients in some of the
republics and different therapeutic-prophylactic establishments of tho country were
heard.
Considerable time is given to the discussion of modern nosological. morpho-
functional, and other aspects of the study of the clinical course of renal diseases.
About 20 papers are dedicated to this problem,
much urgent problems as immunonephrology, renal diseases in systemic and common
diseases,'pyelonephritis, and treatment of nephritis are included in the agenda of
the day of subsequent meetings.

In using electrophysiological and pharmacological methods the scientists are
successfully studying structural and functional organization of higher autonomic
centers which control the entire internal and emotional activity of the organism,
This work is being conducted jointly with specialists of the Oerman Democratic Re-
public and Hunga ry, Toward the elaboration of this problem a contribution was also
made by the workers of the Yerevan Zooveterinary Institute and the Sector of Radio-
biology of tho Ministry of 4ealth of the Republic.
Investigations on the second problem encompass a complex of questions, viz,
what role is being played by the cerebellum in the motor activity and in the behavior
of animals, and what ,is its anatomical and physiological organization, The role of
the cerebellum in autonomic functions is also being studied Sn the Yerevan Medical
Institute. Recently in Armenia was created a laboratory to study problems of ?the
evolution',of the central nervous system, Here are investigated problems of the

A talk at our Congress about this work of Armenian physiologists showed that
investigations conducted in Armenia form an important pa rt of the entire Soviet

of treatment which were suggested by the researchers of the Institute of Rheumatism,

[Excerpt] The state and prospects of the development of psychoneurological aid to
the population was discussed by the delegates of the First Republic Conference of
Neuropathologists and poychiatrists which ended on 11 October 1974 in Minsk.
The Belorussian pryysicians have worked out a number of topical problems of
diagnosis and treatment of some diseases of the brain, multiple sclerosis, and other
diseases of the nervous system, Close attention was paid to the prophylaxis of the
childrenrs neuropathology.
In a resolution adopted by the Conference the ways of further development and
improvement of the psychoneurological service of the Republic sere mapped out.
The delegates of the Conference, the medical community of the Capital, and guests
from fraternal republics took part in a Oa la Session devoted to the 50th anniversaryr

1. The organization, under the Scientific-Methodology Administration for Higher
Education, of a scientific-methodology commission for environmental protection and
the rational utilization of natural resources (supplement); and
a) the preparation of recom~eendationa for the content of academic programs and

o) presentation of recommendations, on the basis of author or collective, for
the compilation of textbooks and manuals on environmental protection and the effective
utilisation of natural resources;
d) examination of textbook manuscripts and manuals on these aub~ects and pre-
paration of recommendations for their vublication; and
e) direction, on an established schedule, of periodic scientific-methodological
aonfsrenoes and seminars dealing with improv-tent of epeaialiat training in the fields
of environmental protection and the effective utilization of natural resource a.
