report of Department of State on H.R. 10869.

Dear Mr. Chairman:
Secretary Rogers has asked me to respond to your
letter of September 28, 1971 which enclosed a copy of
H.R. 10869. The Department of Stta.te has reviewed the
bill as you requested. We have no objection to the
objectives which H.R. 1.0869 addresses or with the
general mechanics proposed for carrying out the tasks
of preparing-the annual report. The Secretary of
State is Chairman of the Cabinet Council on Narcotics,
and the furnishing of an annual report would fall
within his sphere of competence.
We would-offer the following specific comments.
1. As presently drafted H.R. 10869 requires a
report for each country in the world". This is a
monumental task and the use of manpower for such an
effort will divert resources from planning, carrying
out, and evaluating the government's action programs
to deal with international narcotics trafficking. We
believe that the proposed annual report should concentrate
on the major narcotic producing, trafficking, and consum-
ing nations with a summary section devoted to other
nations.
2. While we are willing to develop and present
data on narcotic drugs entering the United States and
reaching members of the United States armed forces over-
seas, it must be realized that this data will be only a

gross approximation in most instances. It will be parti-
cularly difficult, if not impossible, to break the drug
flow down by "country 6f origin" as required in section
104 (6). Not only is the precise intelligence information
lacking, but the movement of narcotics in different forms
through many different countries makes it extremely diff-
icult to assign country of origin designations.
The Office of Management and Budget advises that from
the standpoint of the Administration's program there is
no objection to the submission of this report.
