EDT The standoff continues between opposing ele-
ments of the armed forces as Communists and other
extremists entrench themselves in the capital.
Rebel military and civilian groups retain control
of Santo Domingo, where the indiscriminate distribu-
tion of weapons to the populace continued yesterday.
Fmost members of the Communist party in the city are
reported to be armed, as are members of other pro-
Castro groups.]

the people to fight the attack which they expect anti-

momentarily. Communists were
preparing Molotov cocktails for use
against Wessin's tanks.
The rebel "government," headed by Jose Molina
Urena pending the return of former President Bosch,
has announced the appointment of at least one Com-
munist sympathizer to a "cabinet" post. The extreme
left seems better organized than Bosch's own party
or those elements of the military on his side. On the
basis of his past record, it seems unlikely that Bosch
would be able to curb his Communist support if he
returns to power.

terim military junta to govern until after presidential

Pakistani troops repulsed an attack by India's para-
troop brigade yesterday and took "counteraction."
India's Defense Minister asserts that Indian positions
were attacked by Pakistanis in brigade strength.
Indian Prime Minister Shastri has again rejected
a renewed Pakistani offer of a ceasefire based on mu-
tual withdrawal from the disputed area, ruling out any
formula calling for Indian withdrawal from territory
considered by India as rightfully its own.
In the area of the fighting, Pakistani forces ap-
parently still hold and are exploiting their military
and terrain advantage, while publicly, Pakistan con-
tinues to play down the seriousness of the situation.
President Ayub Khan has not broken his tour of East
Pakistan, and yesterday, he described the situation
in Kutch as a "useless quarrel."
In contrast, the Indians seem anxious to cover
their poor military showing and their limited capabili-
ties in Kutch with a barrage of propaganda and repre-
sentations aimed at domestic and international opinion.
The Indian Army has shown US officials in New Delhi
aerial photographs, purportedly taken over the Rann,
which show US-made M-48 tanks in action, in an at-
tempt to refute Pakistan's persistent denials that tanks
have been used.
Shastri, moreover, has held urgent and well-
publicized consultations with high-ranking political

and military leaders and has described the situation
in Kutch as "very serious."
